Board meeting statement
Directly after the opening prayer, President Massey made the following statement:
"I'm sure many people are concerned about the incident that occurred last week. I'm going to make a statement relative to that. As president of this association I have the authority to do what I did through our by-laws. Eric Markle was terminated as Diamanodhead general manager for multiple reasons, no one thing. In order to avoid possible law suits that could be filed by him, if the reasons were made public, I have been advised by our attorney, Jonathon Jones, to keep the reasons confidential. The file for Mr. Markle is sealed."
No other comments were made during the Board meeting. No vote was taken to 'ratify' the action of the Board President. According to the By-Laws:

Lake Catherine - Water Polution -By Jerry Wright
Open letter to residents of Diamondhead:
My name is Jerry Wright. I have lived at 100 Saint Andrews Drive for 12 years.
When I moved here, I was very impressed with the fishing on Lake Catherine. The water was so clear that in the Summer you could see the bottom in 6 to 8 foot deep. Now, its about 3 or 4 feet. The great fishing started dropping off around 2003 and has been getting worse every year. Now, I find out that UMRTCO, a mining co. is discharging various pollents into the lake at Indian Creek and Wilson Creek.
I am in the process of getting further information. In the meantime, you can read more at the Face Book page, ''Save our streams SOS''.
What I am finding so far, is very alarming! Will have more later.

Diamondhead Hero!!
In January during the ice storms my daughter Tara, age 23, had a reaction to a medication that she was taking. She became hot and suddenly her eyes rolled back in her head. She then had a seizure and stopped breathing! It was the worst night of my life! I did not really know CPR but did the best I could. She did gasp for air a couple of times. My other daughter was on the phone calling 911. They were slow in responding and tried to send an ambulance from Texarkana. Precious moments were wasted! I kept screaming for a cell phone to call security in hopes of a quicker response. Of course in the moment of panic we could not find a phone and did not want to stop attempting CPR or get off the phone with 911. Eventually I suppose 911 called our security or perhaps he heard the call on his radio. At any rate, officer Lee Hilborn was here within about 7 minutes. When he arrived my daughter was not breathing and we were all in a panic! Granddaughters, dog, and two grown women screaming at the top of our lungs and crying hysterically! Officer Hilborn took over and was able to resuscitate my daughter although she continued to stop breathing off and on. Eventually the ambulance arrived and shocked her three times and brought her back. From that point forward she was able to breathe with assistance. We have now been through 5 months of hospitalization, in full time care and therapy. Tara returned home a couple of weeks ago. We still drive to and from Benton and Little Rock for 6 hours of therapy three days a week and 5 days of hyperbaric oxygen treatment 5 days a week. Tara has relearned to walk, talk, eat, etc. She has kept her long term memory. Her short term memory has been pretty well destroyed. Yet we are hoping and praying for a full recovery.
I want to thank Lee Hilborn for saving my daughter’s life! I have no doubt that we would have lost her if not for his speedy response and knowledge of how to respond in such a situation. We have our own local hero amongst us!
I would encourage everyone to learn CPR and to keep security’s number programmed in your phones. We are just far enough away from town that someone you love’s life may depend on it!

NOTE: This was not a regular Town Meeting. No public annoucement was made regarding the termination of the employement of the general manager.
Candidates Night:
Jim Hannon announced the opening of Candidates Night by introducing the members of the Nominating Committee and each of the Candidates.
Nominating Committee members: Jim Hannon, Jeanne Zdzvarski, & Bob Jones
Board Candidates in order on the ballot: Byron Efird,Katherine Denow , Rick Noffsinger, Faye Taylor, & JoAnn Rhodes

Diane, I received this email yesterday and I have a few comments:
(1) The addressees to this email were obviously NOT participants to this illegal action.
(2) The DPOA Board is required to vote on such action; no legal vote has been taken.
(3) In order to vote, there must be a Board meeting.
(4) According to the DPOA By-Laws, not less than three (3) days notice to each director and notice of a special meeting shall be posted in conspicuous places in the community in order to notify property owners of the meeting.
(5) In the event of a law suit, the DPOA should not be held liable for actions illegally taken by these board members. If such a case is filed, the DPOA attorney should not be allowed to defend them at POA expense.
(6) My knowledge of this situation is strictly rumor, since there has been no official action legally taken by the board.

Standards Committee Update
One week ago, Thursday June 2nd, the Standards Committee met to explore ideas regarding the “Standards” set by our community. We came to unanimous agreement that Diamondhead should set the example for all of us to follow. We discussed grounds keeping from Deli to entrance, continued up Independence
We are very pleased to inform you today that the response was overwhelming! Immediately, the front entrance was swarming with volunteers & maintenance crew trimming, weeding, and cleaning up!!

Eric Markle informed the Board of a notice from OSHA regarding the containment around four gas tanks. The Fire Department owns one of the 4 gas tanks and will pay their portion of this requirement.
Golf Membership – “Family” memberships may need to be redefined.

Mary Pracht conveyed a request from a couple of Board Candidates to provide a new lock for the Ballot Box and the one (only) key be given to the Chief of Police. This was agreed upon by the Board.

Police Department Update
I had a wonderful visit with Chief Tyner yesterday afternoon! (June 1st) You should drop by and see Joel at work in his office. I was very impressed with all the organizing and changes that have already taken place. Joel showed me the one working AED that is in the trunk of his car and explained the need for more. He does understand that the cost is prohibitive at $1200.00 each… but it would be good to have it available on a moment’s notice.

When asked how many patrol officers he currently has employed, Joel’s response surprised me. He has only one full time police officer – Lee Hilborn. There are two part-time officers that work only a few days per month. It was interesting to find out about ‘certified’ patrolmen that are willing to work in order to keep their certification. There are currently 4 individuals that have been thoroughly evaluated / background checks, etc. and are ready to serve our community without cost to Diamondhead.
I asked about the 3 police cars that are sitting in the parking lot of the Police Department. Joel explained that he has found a buyer for all three cars. His plan is to use the “Blazer” for his patrols. 6-6-11 Joel let me know that he plans to purchase 2 more patrol cars -> one for an officer, and one to be ready for use by the guard house staff.

This evening (6-1-11) all the Board Candidates were invited to attend the Diamondhead Community Church Men's Prayer group's monthly meeting. We were treated to a wonderful meal prepared by Allen Bedell & Tom Henry. The first question asked of the Board Candidates was; "What do you see as the most pressing need for Diamondhead right now?" Jo Ann Rhodes answered "Peace". Faye Taylor described using Power-Point to advertise DH. Katherine Denow agreed with advertising. Rick Noffsinger expressed 'accountablility' as his first concern. Rick was asked about the golf committee that was formed last year to study ways of improving golf membership. Rick explained that 26 DH members met several times with extensive research and ideas that were compiled and presented before the Board. None of their recommendations were adopted.
The Prayer group members expressed a desire for Board members (present & future) to refrain from acting as a "Boss" by directing the employees....'mircro-managing'. "The general manager should be the only 'Boss' to his employees, and the GM should only be advised by the President of the Board, and in private."
The subject of 'curfew' was explored. Another area of concern expressed by the Men's Prayer group is the lack of Internet access in Diamondhead.
Today (6-1-11) Byron Efird visited with the Card Ladies during their lunch break! Byron explained his desire to have the golf course pay for itself by recruiting new golf membership. He believes that the golf course should not be subsidized by Diamondhead POA dues by $200,000.00 per year. Byron would like to see that money spent on roads, etc.

Today (5-18-11) Faye Taylor visited with the Card Ladies! It was so good to have her join us for lunch. Faye expressed her desire to "market Diamonhead". Faye has plans to use Power-Point while visiting with various organizations throughout the Hot Springs area to advertize the benefits of living in our beautiful community. Faye also answered questions regarding the Standard's Committee where she served to help bring about the newest resolution passed by the Board. Faye expressed her desire to spend her time serving our community.

Today (5-4-11) Rick Noffsinger join the 'Hand & Foot' Card Ladies during our lunch break between games. Rick gave us information regarding his business background and where he stands on many fundamental issues. When asked what his main focus would be if elected to the POA Board of Directors, Rick replied: "Accountability" Rick believes that every board member should be very aware of the financial aspects of this community. The "Card Ladies" appreciated his insight and willingness to listen to their concerns.
