Town Meeting ~ 10-17-13
All Board members were present as noted in the Agenda Meeting post.
President Suzzi Combs welcomed the Town members to tonight’s
meeting.
Committee Reports
Finance Committee ~ Frank
Pohlkamp: Thanked John Porter and
accountant Neal Graves for the good work they are doing. “Most of you don’t realize how bad the financials
were. There have been a lot of changes
in the office, a good group, the bottom line looks good at this point.”
An asset analysis is being planned. We have a problem with the financials ‘for
about a year’. The bottom line is ‘relatively accurate, but there are some
errors in individual departments’. ‘…Nothing
seriously wrong.’ We should have ‘improved
finances in the near future’. Frank
thanked the Board for approving the Finance Committee’s recommendation of
having the department managers explain ‘variances’. This ‘will help the managers learn how to
live within their budget’.
Beautification
Committee – Gail Porter: explained
projects currently going on and fund raisers noted. A special thanks was given to DH members:
Sarah Lee, Barbara Burk, Elaine Peterson, Sue Pelt, & Susan Fikes for a
donation of $800.00 which went toward the improvement of the Front Gate
median. Chris Chaich, Bill Milligan, Bill Donnelly, Carl Payne, Eddie
Gilbreath, & John Porter donated their time to help move the big rocks into
place. Thank you!
The committee is requesting a Banner to be placed on the
Front Gate area and a recognition plaque be placed in the Club House.

Fire Department's Annual Meeting ~
The Lake Hamilton Fire Departement had its Annual Meeting yesterday, April 1st.:
Fire Chief Matt Simpson was reinstated!
The annual meeting of the Lake Hamilton Fire and Rescue Department was held on April 1, 2012 starting at 2:00 pm and lasting two and one half hours. The first hour consisted of a debate (argument) concerning the legality of the meeting, based on an interpretation of by laws and Roberts Rules of Order and an objection that the president should not express his opinion unless he steps down as chairman and allows someone else conduct that part of the meeting. An estimated 100 people were in attendance with approximately a dozen 20 from Diamondhead.
Following all this there were a few good things to happen. Some are of interest to Diamondhead.

UPDATE ~3-29-12 Fire Chief Matt Simpson has been asked to come back!
Fire Chief Matt Simpson has been reinstated!
Diane. I have accepted the position of Deputy Chief at the fire dept. There is a lot of interest in my returning as chief. There is a chance that I may be asked to advance back to Chief in the next few weeks but will take some thinking on my part. I have been both humbled and flattered by the kind words, phone calls and letters from both Diamondhead and the rest of the fire district's residents. I will keep you advised if things change. Thankyou for your support and the service you provide to our community. Thanks again. Matt

Diane. I have decided that the best for my family and the fire dept is for me to resign. Effective immediately I have resigned. I wish to thank all of Diamondhead for the wonderful amounts of support. Please forward any questions to board president Gene Sparling. He can be reached through the fire dept office. Thanks again. Juvenile Awareness Meeting - December 20th
Chief Joel Tyner would like to give 2012 a good head start with positive information for all parents and children of Diamondhead.
On Tuesday, December 20th, 7: pm, in the Club House, we will have Juvenile Awareness Night. Curfew time: Under the age of 16 ~ M - Th 8:30pm Weekends 10:pm
16 -17years of age ~ M-Th 10:pm Weekends 11:pm
State Park Curfew is 10:pm for everyone.

Town Meeting - 10/20/11
Meeting was opened by President Rick Noffsinger.
"One last item: There has been concern as to how our cash flow would play out toward the end of the year. We have a new cash flow analysis that shows we will level out at the end of the year. So, it looks like what we saw in September with the things we have going on the rest of the year, keeping a real close watch on everything that we are going to get by okay this year. That cash flow analysis does not take into account the $41,000 in contingency funds that we hold back in case of emergencies. I think we can safely say that we are going to get through this year without borrowing money thanks to the fine work that has been done by our employees.
An announcement was made regarding the Trunk or Treat Party on Monday, October 31st 6:pm. Please see the Bulletin Board Page located on the right side column of this Report.
Treasurer’s Report – Tom Lockette
Paraphrased: We finally have a month that looks pretty good. Todd started and Sarah is continuing to cut costs. Please see Financial Highlights posted. 19th Hole – a big improvement. Gross profit margin up to 66% 13,341.00 which more than paid for salaries and food costs. Lion’s Club donating marquee: Barbara Sloan explained the process in purchasing an electronic marquee for information sharing in Diamondhead. The Lion’s Club will be donating this marquee and the Diamondhead Board will decide where it shall be placed. The sample sign at the Front Entrance is an area suggested. Another idea is to use the rock wall behind the Tiki.

Town Meeting - 7-21-11
Members present: Tom Lockette, Jack Watson, Jim Hannon (acting President) Terry Shipp, Mary Pracht, Charles Wood.
Jim Hannon started meeting by explaining his “opinion” regarding the “secret” meeting.
Dave Johnson “has applied for a city manager’s job somewhere out of state. He is waiting to hear about the results. I think he would prefer to stay in the area. Obviously there is a disparity in the money we could pay and the money he was making previously. He has more experience doing that job than any of us can ever envision.”
John Cummings: So, was an offer made?
Jim Hannon: No. The only thing we did is told him (David Johnson) what Eric (Markle) was making and asked him if he would even consider this job at that price. He said he would have to consider that question after he heard from the other prospect he has.
Sam Porterfield: Excuse me; doesn’t that sound like an offer?
Terry Shipp: No, there was no offer. He came out here to talk with us.
Sam Porterfield: It still sounds like an illegal meeting. You called board members together without any notification. That is illegal – against the ByLaws.
Jim: You are entitled to your opinion, but I disagree with you.
Sam: Well, you can disagree ‘til the cows come home. It was still an illegal meeting.
Jim: That is your opinion.

Jack Watson presented a list of resolutions that will need to be rescinded or combined to better conform to organizational standards.
Eric Markle informed the Board of a notice from OSHA regarding the containment around four gas tanks. The Fire Department owns one of the 4 gas tanks and will pay their portion of this requirement.
Golf Membership – “Family” memberships may need to be redefined.

Charles Wood asked for a By-Laws Committee to bring the By-Laws up-to-date. It is his hope to have this accomplished in time to send a copy of the By-Laws out with the Candidate Ballots on / or about July 1st. President Massey suggested Jack Watson assist Mr. Wood in this endeavor.
Mary Pracht conveyed a request from a couple of Board Candidates to provide a new lock for the Ballot Box and the one (only) key be given to the Chief of Police. This was agreed upon by the Board.

Emergency Care Update - Matt Simpson
The comments made during the Town Meeting of 5-19-11 were in refernce to the DH Chief of Police Joel Tyner's need for effectively opperating AEDs.
Somewhat incorrect information posted on AEDS... The fire department has 3 additional AEDS in Diamondhead that are used by the first responders. One is in the (Fire) Chiefs truck, truck 1, the second is in the Deputy Chiefs Jeep, Truck2 and the third is in engine 6 at the Diamondhead station. A fourth is at Station 4 next to hooks one stop, in engine 7. We have several more deployed strategically throughout the fire district.
While AEDs are a wonderful tool, and certainly a life saver, they are just tools as CPR is a tool that must be used quickly following a cardiac arrest to be of any value. Many times the AED will not shock the patient and only advise continued use of CPR. You must have a shock able rhythm for the device to know to shock. It is unfortunate that many times our first responders and ambulance services get fingers pointed at them for not doing enough when,,simply put, there was nothing else that could be done. We hear this said on nearly every cardiac call when the AEDs don’t deliver a shock.
The most important thing to do for a victim, of any kind of accident, is to dial 911 immediately. Don’t call the front gate first as they will have to make the 911 call anyway. Please call 911 for any fire or medical emergency first. Patients have the GOLDEN HOUR - this means that victims of accidents or medical conditions have the best chance for survival when they receive definitive care from a medical provider within the first hour following their event. We need to do everything possible to get folks to the Emergency Department of a hospital within that first 60 minutes.
