President Gary Pritsch began the meeting at 6:30 pm.  GM Dennis Dubuque passed out the current financial documents per department along with each department’s request forms. 

·         Dennis will narrow down the departmental requests

·         Recommendation: 

o   2 Roads / common grounds personnel = +/- $60,000

o   Bush hog / equipment necessary to maintain roads

o   Zero turn mower

o   Dump Truck

·         Questions regarding the 19th Hole budget

Diamondhead member and Past Board President, Raymond Massey, made a statement concerning Chief Joel Tyner and the approximately 20 members in attendance during the Board Workshop.  Mr. Massey expressed their support of Chief Tyner's service to our community in his capacity as Chief of Police for Diamondhead community.

Oftentimes life would be easier if we could find the baby sitters, housekeepers, skilled tradesmen, carpools, play groups, and various other things right here inside the gate. Open discussions and airing of concerns are also ok, but please be respectful to one another and keep in mind  that potential homebuyers are subject to see everything posted here. Hateful comments will be deleted promply and troublemakers will be removed! Excessive complaining makes us look bad, so please do not forget to give credit where credit is due, praise each one another for our accomplishments, and try to lend a helping hand before we criticize one another.

 AUGUST –     MET WITH DIAMONDHEAD MANOR PROPERTY OWNERS ABOUT THEIR REQUEST TO GO TO A THREE TIERED SYSTEM, I.E., LOTS, MULTI-FAMILY & SINGLE FAMILY. 

  MET WITH THE GARLAND CO. ASSESSOR’S OFFICE AND BOARD OF EQUALIZATION AND RECEIVED A SIGNIFICANT REDUCTION OF THE PROPOSED REAL ESTATE ASSESSMENT.  WERE ABLE TO GET THE PORTION OF THE GOLF COURSE LOCATED IN GARLAND COUNTY CONSOLIDATED INTO A SINGLE PARCEL FOR TAX PURPOSES.  ENDED UP WITH A $25K REDUCTION FROM 2016 ASSESSED VALUE.

 SEPTEMBER –

  THE SEPTEMBER BOARD MEETING WAS HELD ON OCTOBER 5TH DUE TO SCHEDULING CONFLICTS WITH SEVERAL OF THE BOARD MEMBERS.  

  THE ROOF ON THE CART BARN WAS REPAIRED AT A COST OF $15,300.        DISCUSSED WITH ENTERGY AND THE PLANT BOARD AOBUT THE SPRAYING OF ENTERGY’S RIGHT-OF-WAY.

  GM RECEIVED A PRESENTATION FROM BIG DOG WIRELESS REGARDING BROADBAND INTERNET SERVICES.

 OCTOBER – 

  REPAIR OF THE GATE WAS AUTHORIZED TO BE ABLE TO UTILIZE THE TAILGATING FEATURE AND INSTALL S.O.S., SIREN OPERATED SENSORS ON THE GATES.

  TRUNK OR TREAT HAD A BIG TURN OUT, ESTIMATE 90 – 100 CHILDREN PARTICIPATED.  THANKS TO ALL THE RESIDENTS WHO TURNED OUT TO MAKE IT HAPPEN EVEN THOUGH THE WEATHER WASN’T THE BEST.  

  UPDATE TO RULE/REGULATION 1999-10-04 REFLECTING MAXIMUM SIZE OF SHEDS/STORAGE BUILDINGS TO 280 TO BE IN HARMONY WITH AN APPROVED CHANGE BACK IN JUNE TO THE ACC REGS.

Dave turned the floor over to Margie from Blue Moon Const. Margie passed out the plot plan, contractor list, elevation drawings and floor plan for a new home on Lakewood Pt. The committee reviewed the plans and Margie answered all questions. The roof color came into question and Margie later called the POA office and left the information with Jeanie. Roof color was compliant. Committee passed unanimously.

Candidates Night 2017

Candidates Night for 2017 began promptly at 7:pm with Nominating committee member Bob Jones introducing the four (4) candidates present.

Cheryl Standing, Diane Porterfield, Diane Jones and James Meredith. Each candidate made an opening statement with Bob reading a statement provided by absent candidate, D.J. Bell.

The room held possibly 30 members of our community interested in the statements and comments made by each candidate.

Since I (Diane Porterfield) am one of these candidates and I want to remain neutral as an editor of this report, I find myself with two (2) options:
  1. write verbatim every word said during the meeting, or
  2. write nothing ... and allow each candidate to make their own statements with an open invitation to post their statements in this venue.
Obviously...I chose option #2

I invite Cheryl Standing, Diane Jones, James Meredith and D.J. Bell to add their Question and Answer responses to mine.

Questions received:
Do you have a plan to cut massive losses of resident's money at Gof Course and 19th Hole?  How Quick would you want your plan implemented?

Answer:  It is the Board's responsibility to "set Policy".  It is the Management's job to carry out and enforce said policy.  I plan to encourage the current board's policy of maintaining a balanced budget with management ensuring the department heads adhere to that budget.  Golf membership fees have been increased and the golf course budget was not increased from last year.
What is your plan on repairing roads in Diamondhead, would you start on the south side?

Answer:  The roads are used by every member of Diamondhead and should be considered a necessity (much more important than any amenity!).  Again, this is a matter of 'setting policy' for the management to implement.  The roads in Diamondhead should be treated equally.  A property owner - home and/or lot, current in their annual dues - should have safe access to their property by car.    
Do you think it is a conflict of interest if Diane Jones is elected with Bob Jones being on several different committees?  If No, please explain.

Answer: To the best of my knowledge, neither Diane Jones or her husband, Bob Jones, make any financial profit from the volunteer service they provide for our community.  I know for a fact that Bob has resigned from committees only to be asked to come back due to the lack of anyone else coming forward to take his place.
Should the Golf Course & 19 Hole be self-sustaining?

Answer: I believe the 19th Hole, Golf Course, & the pool should be 'self-sustaining'...especially due to our lack of funds coming in to support these amenities. However, I know this is not possible at this time.  This should be a policy set by the board with the GM taking the appropriate action to implement this policy over time. "Over time" being the operative words...since it will take time to see results and we do want to keep all our amenities for the benefit of our community.
How would you manage non-dues paying collections?

Answer: The dues have been decreasing for at least 9+ years.  This collection process has taken many twists and turns ...met with some positive results, but mostly failure. I honestly don't know the answer to 'collection'. But, I do know that our response as a community / business should be to 'live within our means'. That includes tightening our belts. That may hurt in some areas because it will start with amenities. Necessities should be our first priority --> this means the roads and infrastructure come before the golf course.
Do you think the dues should be increased on a cost-of-living bases annually?

Answer:  In the past, I have been completely against any kind of dues increase. Mostly because I did not believe we were doing the above ...tightening the belt. This current Board seems to be starting that process. So, my answer to this question would be to First learn to live on our new reality by making the necessary adjustments to spending. Then (and only then) increase the dues to compensate with the cost of living.
What is your vision for the future of Diamondhead?

Answer:  Diamondhead meets the needs of our new demographics.  We have younger, working families that move into our gated community for security and ease of travel / commuting.
What would be needed to accomplish this vision:

Answer:  More moneys be allocated to our infrastructure, Roads, and Security.  Improve our infrastructure to the point that they become true assets to the community.  Increase revenue from the 19th Hole, golf course & pool. There are good ideas being shared by the current staff to bring in additional income to offset costs.  I intend to assist the Board in setting policy that ensures this action. 
Since you were dismissed from your board position in 2012, what assurance do we have that the same issue will not happen again?

Answer:  In 2012, an executive session of the board was held with attorney Jonathon Jones providing information that I knew to be a lie.  I shared this information with my husband.  I was dismissed by the board.  Two months later Jonathon Jones was fired from his position.  I will NOT share any information discussed during executive session, again, with anyone.
The Security Committee is developing a strategy to improve the front gate security system.  Would you support / approve funds for this endeavor?  (paraphrased)

Answer:  History tells us this situation has been met with failure more than once.  The current “Lego” gates cost the property owners $40,000.  No guarantee of service was obtained.  These gates do not work according to the specified needs of the community.  Numerous attempts by board members and management have been made to rectify this issue to no avail.  Until a plan is brought to the board with absolute guarantee of success, and meets the budgeted requirements specified by the board at that time, my answer is à No.
Are you familiar with the ‘Code of Conduct’ in Diamondhead and will you use this code to stop the negative remarks posted on facebook? (paraphrased)

Answer:  I believe in the right of Diamondhead property owners to state their opinions regarding the various issues concerning our community.  I would like to encourage all our members to stick to the issues at hand and refrain from making any personal attacks on neighbors / fellow property owners. I have no control over language used or information shared on social media.  Nor do I wish to set limits on an individual’s right to freedom of speech. 
As a member of Diamondhead said to me several years ago regarding my efforts to share DH information by using the Blog, “I don’t agree with what you are doing, but I fought in Viet Nam for your right to do it.”  Thank you Bob Jones.

 The Nominating Committee Wants You!
 
The Diamondhead Community continues to welcome many new 
property owners each year. We thought it might be helpful to inform 
them of the process used to elect members to the community's Board 
of Directors as well as to refresh the memory of those of us who have
 been property owners for a few years.
 
The Diamondhead Board of Directors is composed of nine property
owners; each director serves a three-year term of office. The 
Diamondhead Property Owners Association By-Laws require that
each year three new members be elected to serve on the Board.
These newly elected members will replace the three members of the 
existing board whose terms are expiring that year. This process
attempts to guarantee a certain level of corporate memory is preserved
by ensuring there are always 3 members with 2 years experience and
3 members with 1 year of experience on the board at all times. Of the
three newly elected directors, two must be resident property owners,
while the third position is considered "at large", meaning that either a
resident or non-resident property owner can fill the post. This year, 
due to the resignation of one board member, we will also be electing 1
additional board member to serve out the remaining 2-year term
 of the director who resigned.
 
Each year the outgoing Board appoints a nominating committee. 
This committee, chaired by the Board's Vice-President, is responsible 
for seeking out qualified candidates to be nominated for each open 
position in the upcoming yearly election. There is no limit to the
number of candidates who can be nominated. The only requirement
is that each nominee must have been a Diamondhead property owner
for at least one year prior to the election, with all dues and fees current
and not under suspension of privileges. The close of the business day
on the last work day prior to May 1st is the deadline for nomination of 
candidates. After that date, nominations are closed.
 
The list of candidates is formally announced to the membership in the
May issue of the Focus. Additionally, each person is introduced to the
community at "Candidates Night", held on the third Thursday
of June. Approximately the first work day in July, the ballots are mailed
to property owners whose dues and fees are current. Returned ballots
must be postmarked prior to midnight, July 31st. Ballots are counted
in early August. The winners are formally announced and take their
place as members of the Board at the annual meeting on the third Saturday
evening in August. Once the new members are seated, the new board retires
to an executive session and selects the officers for the coming year.
 
Even though Candidate's Night in June seems far away, it will be here
before we know it. Since candidate resumes are due to the Nominating
Committee in April, now is the time for each property owner to decide
to get off the sidelines and put their energy, enthusiasmand expertise
to use by becoming a candidate for one of these open positions. If you'll
just stop and look around, you can see that The Diamondhead Community
is a wonderful place to live. Now more than ever, our community needs
dedicated and aggressive leadership so that we can continue moving forward.

7:05pm  President Gary Pritsch opened the Town Meeting. Director Debbie Clement read a message to the community. 

  • DH member / resident Lyn Welland died February 10th.  Lyn’s son, Scotty, wished to relay this message:
      • [My mother] truly loved Diamondhead and even more so, the people who make it what it is.  She was proud to call Diamondhead home and would happily tell anyone who cared to listen what a special place it was.
      • Scotty wanted to personally thank all of them for making [his] mother’s golden years truly golden.
