President Hibbs explained the need for a STOP sign to be located at the Front Gate near the speed bump to ensure one car proceeding through lift arm gate at a time.  This will avoid tail-gating.  “Please stop your vehicle at the sign to allow only one car to proceed through lift arm entrance.”

Correction:  The Pebble Beach gate is closed.  Low riding vehicles may exit Diamondhead on Arlington Ave. --> Lift-arm exit.

Discussion began with the Spike Strips ~
  • Spike strips are measured at 6 inches in height
  • Low riding vehicles could be 4 inches
  • Spike strip must be lowered into the road-way

Lift Arm Gate

President Larry Hibbs expressed his concern regarding the Lift arm gates.
  • The vehicle code reader must be within a limited distance from the computer located in the Police Department facility.
  • The Lift-arm gates are installed beyond this required distance.
  • The vehicle code reader is located between these two locations.
    • The vehicle reader was installed to triangulate the Lift-arm gate with the computer.
    • The distance between the vehicle reader and the Lift-arm gate mandates the allowed time span for the Lift-arm to remain in the up / open position.
    • A second, third, fourth, etc. vehicle code is read by the reader – enabling the Lift-arm gate to remain open.
    • This distance allows vehicles following behind / tail gating to pass through the “open” gate.

  • A STOP sign is proposed to alleviate this tail gating problem.
    • This STOP sign will be located next to the current Speed Bump.
    • Additional Speed Bumps have been deemed necessary to prevent vehicles from speeding through this designated area between the Police Department facility and the Lift-arm gates.

President Larry Hibbs and Chief Joel Tyner will be meeting with Integrated Systems to discuss this issue on Thursday, October 29th.

Board Meeting ~ September 24th

President Larry Hibbs announced a quorum present and began the meeting with information regarding the Front – Lift Arm Gates:
 Larry explained the need to move the card 'reader' to the other side of the road ~ closer to incoming vehicles... “of 'course” ~ this issue will be accomplished soon.
Gordon Moore expressed the frustration of the community with regard to this lengthy gate issue. Larry Hibbs is with-holding final payment to Integrated until all issues are solved @ 100% working order and asks the community to Please be patient. ($2,173)

Rocks / Boulders that have been placed along the green belt area of the front entrance looks good ! Additional stone is needed to complete the project. Diane Jones suggested a stone near her home could be used. Plans are in process to add Crept Myrtles between each stone. Volunteers are needed to assist in this effort. Call 262-4470

South Side Gate – attempts to repair the modem are under advisement. The cost to upgrade the current gate is over $2,000.

Motion to 'approve H2 status after building is finished and final inspection' was make by Sharon Carr and passed unanimously.

Community Standards Committee – Sharon Carr: The complaint list that is currently in use at the POA office will be filed away. The new committee will be 'starting over'. To add your complaint / issue to this new list, please contact the POA office: 262-4470

Monday, Sept. 14th, James Turner resigned his position as Diamondhead’s general manager.  His stated reason for this resignation: ‘…tired of verbal abuse on social media and personal verbal assaults.’  A Search has begun for a new GM.

Thursday, August 20th, 2015 @ 6:30pm the Board met to discuss the operation of the new Lift Arm gates that have been installed by Integrated Security.  ‘Chris was present and ready with answers to all questions presented by the Board. 
The following is a list of these answers:
Door Key – will provide the warranty for parts
Space provided for entrance is 104”
  • A standard RV = 96” by 8’
  • Lift arms will be shortened by 6” on each side to provide additional room
Gate Stickers
  • Cost = $15.00 per sticker.  This will cover any additional office expense.
  • Placement of sticker will be on the inside of vehicle’s windshield / glass, behind the rear-view mirror.
  • Sticker will last as long as the vehicle.  No additional purchase until the vehicle is replaced by owner.
  • Sticker does not have batteries.  The gate has the circuit system needed to provide functionality.
  • Sticker can not be moved once it is established on a vehicle without destroying its usefulness.
Gate Meter – for code entry
  • A gate meter has been installed in front of the Police Department to provide coded entry for property owner’s guest. 
  • Each sticker has a (5) digit code that may be entered into the meter, allowing a guest entry through the lift gates.
  • The guest will punch in that code – then has 20 seconds to drive through the gate.
  • This code entry is recorded and may be verified by management.
    • May be used to indicate excessive use of an individual code.  Possible management concern.
Sale of Stickers:
A two week period of time will be allowed for DH members to purchase their vehicle sticker prior to actual gate operation. Estimated date for Gate Operation is September 8th

·       POA office hours will be extended: 7:am – 6:pm, Mon – Thur.
·       Stickers may be mailed out to property owner upon request by the property owner.
·       Additional stickers are available for additional vehicles.
·       The property owner is responsible for the Renter of said property.


The Iron gates will remain open.  Members are encouraged to keep their gate cards for unseen, future events.

Emergency Vehicle Entrance:  All emergency vehicles (Fire, EMT, Police) have their own system already installed for their own use.

South Side will have new codes for entering their gate, as well.  This will provide additional security.  South Side property owners will need to purchase the new sticker to enter through the Lift Arm gates.

Fencing will be needed for the 200 feet of green space between the new gate entrance and exit.  Options are being explored for this purpose:
§       Large rocks spaced strategically – similar to Front Median landscape.
§       Short sections of fence with crepe myrtles between sections
§       Iron, wood, masonry fencing materials (?)


President Hibbs asked the Board members to be the liaison for the various committees.  A list of the committees & liaisons may be viewed on the official Diamondhead website.

Arkansas Vehicle Code - Chapter 11  Allows for ‘side by sides’ in unincorporated areas.  Director John Coleman did his research and reported to the Board his findings.  Information will be shared with the rest of the Board members and will be discussed at the next Board meeting.

President Mary Pracht opened the meeting with a discussion regarding the ‘Marshal Arts’ instruction introduced by the Youth Committee / Kathy DeVilbiss last month.  It was agreed upon by the Board to meet with Mr. Jeff Gull before further advancement of this issue.

Tennis Court:  Diane Jones has received messages stating the need to keep the Tennis Court available for Tennis players… “Promote its use as a Tennis Court.”  The need to resurface the court still remains.

New EPA Regulations for Diamondhead.  GM James Turner explained that this new Environmental Protection regulation states that Diamondhead Community Proper may no longer burn its downed trees, limbs, or leaves.  A fine of $10,000 per day will be assessed if burning continued.
Note:  Diamondhead Residents may burn on their own property.
Director Larry Hibbs declared the need for a gate to stop residents from dumping leaves / brush in DH’s work area.  A fine will be imposed on residents dumping on DH community property / maintenance area.
A Straw Vote was taken and approved to provide the maintenance department with a Chipper as a means of disposing of excess tree limbs / debris at a cost of $2200.

Roads Committee:  Bob Jones presented the Board with a cost estimate of $3,971.15 for collapsed culvert on Stone Briar.  A 24 inch galvanized culvert is needed.  Only one bid could be obtained.  A 60 foot long, very deep culvert is needed on Diamondhead Drive that could ‘easily be over $10,000”.  The Board will be voting on this issue at the May 22nd Board meeting.

Club House Arbor was hit by a resident’s golf cart.   The arbor has been removed.  While no injuries occurred, there will be charges filed for all costs incurred. 

Lawsuit Updates: 
  • Ensminger vs Chambliss / Nelson vs Diamondhead POA trial set for October 1-3, 2014
  • Porterfield vs. DPOA Board of Directors hearing continued June 18th, 2014 9:am - 4:30pm
    • Noted – Board Member role call was made by Judge Lynn Williams.  All Board members were encouraged to attend.

General Manager James Turner will update the community during next week’s Town meeting:

    • Out-bound gate was pulled out of its foundation by 3 homeowners at 4am causing extensive damage to both the in-bound & out-bound gates.  A fourth driver used the golf cart path to exit Diamondhead.  Identification is being made by use of surveillance cameras.

ACC member Jack Watson presented a request for a change in the Architectural Committee’s Guide lines to include Metal structures.  This change will be place here when received:

V.A.3. Aesthetic Value: The intent is to preserve the natural beauty, view, and general harmony of the Diamondhead community. Due to the irregular terrain of The Diamondhead Community, the height of a structure is ambiguous. Therefore, if in the opinion of the ACC, the height of a structure if objectionable, the plans may be disapproved.  Temporary carports or garages shall be for the duration of construction only. Metal prefabricated carports, as permanent structures, are not permitted.


Add the following item to article V.G RV Parking Areas:
3.  Any structure or carport facility will require a permit approved by the ACC. Materials shall be commercially available, of substantial material, and securely anchored in the ground or other foundation. It shall be in harmony with the residence and the surrounding area.  Metal prefabricated carports are allowed provided they are located on the same lot as the residence. This type of structure will not be considered as a permanent structure for lot consolidation purposes so as to reduce DPOA maintenance fees.

First order of business:  Golf Course / Maintenance Supervisor, Eddie Gilbreath, explained his need for an alternate company vehicle.  His current GMC Truck has been used for 11à12 years with 165,000 miles, burning / leaking oil, needs a new transmission.  Eddie was instructed to search for a replacement vehicle.  Truck with:
  • Extended cab
  • 4-wheel drive
  • New – make monthly payments, or
    • Used - $25-28 thousand (?)
    • It was noted that the Long Range Planning fund currently has $39,000.00.

Front Gate Code Access Procedure

Front Gate Code Access Procedure ~ As Explained by Chief Joel Tyner:

  1. Stop by or Call the Front Gate: 262-1631
  2. Diamondhead Property Owner makes a written request for After Hours gate Access from the Front Gate personnel.
    1. The POA member will provide Name, Address, + Phone #
    2. Allow 2 business days for assurance of POA dues to be ‘in good standing’ / current.
    3. The POA member’s contact information is added to the Gate Phone Directory and a 4 digit code is attached to this contact information.
    4. The POA member is supplied with the 4 digit code:
                                                               i.      This 4 digit code may be given to the POA member’s Guests for their personal use.  This code is connected to the member’s name.  By punching in the code, the POA member’s phone will ring.  It does NOT open the gate.  The POA member than answers the phone & dials “9” to activate the opening of the Front Gate.
                                                             ii.      Or….The Guest may click “# - star” to scroll through the Front Gate Phone Directory for the POA member’s name.
1.      Using the 4 digit code OR by clicking onto the name in the directory, a phone call is made to the Member’s home.
2.      The POA member then presses the number “9” while connected with the Guest to activate the opening of the Front Gate.

Note:  The current Computer system will only allow a 7 digit phone number.  Consequently, only local phone numbers will be accepted.

1.      Emergency Access Code is #1000.  This number will be picked up by the Police Department.  The Police Department will then open the Front Gate.

2.      Government Emergency Agencies, such as Ambulance, Fire Department, etc., have been provided with their own personal code giving them immediate access to Diamondhead.

Diamondhead After-Hours Access Code Request Form (Effective 10/1/13):  The following information must be provided, in conjunction with meeting the established POA criteria:  Name,Address, and the Local Phone Number you want the code assigned to.  All POA dues must be in good standing. While we understand that this gate access feature is one that everyone would like to have, it is unavailable to those with long distance phone numbers.  This is based on the nature in which the initial system was set up.  Upon requesting an after-hours access code, please allow a minimum of two business days for approval to be established, at which point you will be contacted with your code.

Chief Tyner’s door is always open, so stop in and visit your Police Department.
