AR State Representative~ Candidate

This Friday 5/4. 4:30 - 7 pm at our clubhouse. Reception to introduce David Kizzia of malvern as a candidate for the Arkansas Legislature. Light snacks, soft drinks, beer & wine. Community Garage Sale

The community sale has come and gone. From comments made by the individual families that held garage sales, it was a huge success. We had a couple of complaints about the maps that were provided. We will work to correct that next year. I want to thank everyone that helped with making the signs, putting the signs out and picking up the signs. I enjoyed working with the community on this project.

Finance Committee Meeting of April 19, 2012

Present: Frank Pohlkamp, Jack Watson, Jim McWilliams, Kevin Roth, Sam Porterfield, John Porter, Judy Gibbons
Absent: Mary Pracht, Terry Shipp, Tom Lockette, Sarah Dawson
Notes:

1. Reviewed and discussed Regulation 2000-1-02 regarding establishing a capital improvement fund. This fund was never implemented to the best of our knowledge. Agreed that a few changes had to be made before it could be considered. (1) change from unaminous to 2/3 majority of the Board to change the fund management and set aside program. (2) funds cannot be obligated to any project until available in the capital improvement fund. (3) Long term plan is a prerequisite for establishing this fund.
Discussion was lively but did not result in a plan to recommend the fund. More discussion will be required in the future.
2. Sam Porterfield submitted draft of rules and regulations for rental of pool for private parties . A few suggestions were made regarding rental rates, closing time, life guard issues and DPOA liability coverage. Revision will be reviewed at next meeting.
3. John Porter led a discussion on change of auditing firm. Committee was unaminously in favor of John presenting bids from 3 firms to the Board.
4. It was suggested that a financial report to the community be honest, comprehensive and easy for all to understand.
5. The fiscal year end finances will be available for the next committee meeting on Wednesday, April 25, at 10 AM.

Meeting began with the Finance Report:

Finance Committee did meet this morning.  However, GM Sarah Dawson was not able to submit the financials to the Finance Committee.  [Second month in a row]

Common Ground Area to be mowed by Contract Labor - Rick Noffsinger:
Kevin Cooper & Mike McFarlin will be taking care of the Front Gate area all the way down to the swimming pool; all the mowing, edging/trimming, hedges, blowing & weed control, as well as all the maintenance.  This will save on the golf course equipment / repair to blades, etc.  This will also limit the number of seasonal employees needed for the golf course/common areas.  The contract labor will cost $1,000.00 per month, on a month to month basis.
Jack Watson: What does this do to the Budget?
Rick Noffsinger:  This will save on fuel, equipment repair, employee benefits, insurance costs (Cooper/McFarlin have their own insurance coverage), taking a lot of pressure off of Eddie and his crew.  Eddie also supervises Cooper/McFarlin.  We will see how it works out.

2nd Annual Safety Fair ~ Saturday, April 21

Public Safety Expo to Be Held at Lake Catherine State Park
Saturday, April 21, 2012

            Lake Catherine State Park has teamed up with sponsors and representatives in both Hot Spring and Garland Counties to host a Safety Exposition on Saturday, April 21 from 10 am until 2 pm. The event is open to the public and will feature close to 20 booths, free lunch, and live scenarios on the banks of Lake Catherine. You can expect personnel from the Hot Springs County HazMat Decon Team, a live auto extrication, a single engine air tanker water drop over the lake and a fire boat demonstration. Families can expect a host of giveaways and information provided in a relaxing setting. Each exhibit will feature representatives to answer questions and provide entertaining site stops all over the campground. Visitors are welcome to attend anytime between 10 and 2. Meet at the state park trailhead. For more details or questions please call the park at 501-844-4176.

Lake Catherine Waterworks and Sewer Facilities Board

Update:  This meeting was held last Thursday, April 5th.  There were 3 people in attendance.  A slide show of events leading up to current date was shown.  Newest information:  A promise to loan the money needed was has been received from the Bond Agency.  For more information, please contact Chairman Jim Hannon at jrhannon@peoplepc.com or 262-9070.

The following notice appeared in last Friday's edition of The Sentinel-Record:

Notice is hereby given that Lake Catherine Waterworks and Sewer Facilities Board of Garland County, Arkansas contemplates the issuance of Water and Sewer Revenue Bonds in the aggregate amount of $1,900,000 for the purpose of financing the acquisition of the Riveria Utilities Water and Sewer Systems located in the Diamondhead Community of Garland and Hot Spring Counties, Arkansas to pay startup cost and to pay cost of issuance, and will hold a public hearing thereon on the 5th day of April, 2012 at 7:00 o'clock P.M. at the Diamondhead Community Center located at 245 Independence Drive, Hot Springs, Arkansas.  At such hearing all objections and suggestions will be heard.

Warning to Patrons of the 19th Hole

Approximately 80 DPOA members in attendance
GM Sarah Dawson and 19th Hole Manager Wendy Bowen [attended an ABC education seminar earlier today.]

This meeting was intended to give the one and only warning to any and all 19th Hole patrons that refuse to abide by the Arkansas State Laws concerning alcohol use.  

President Rick Noffsinger made it very clear that any infractions of the State law while on the property in and around the vicinity of the 19th Hole will receive a citation from our Police department.  There will be no opportunity to say “I didn’t know…”.

DPOA FEES, Payment Options & Collections Policy for Fiscal Year 2012-2013

Attached is the DPOA FEES, PAYMENT OPTIONS AND COLLECTION POLICY FOR FISCAL YEAR APRIL 1, 2012-MARCH 31,2013 which my motion was to adopt. The highlighted section under VEHICLE STICKERS is the section which was removed when the motion passed to adopt the POLICY.

Fire Department's Annual Meeting ~

The Lake Hamilton Fire Departement had its Annual Meeting yesterday, April 1st.:

Fire Chief Matt Simpson was reinstated!


The annual meeting of the Lake Hamilton Fire and Rescue Department was held on April 1, 2012 starting at 2:00 pm and lasting two and one half hours. The first hour consisted of a debate (argument) concerning the legality of the meeting, based on an interpretation of by laws and Roberts Rules of Order and an objection that the president should not express his opinion unless he steps down as chairman and allows someone else conduct that part of the meeting. An estimated 100 people were in attendance with approximately a dozen 20 from Diamondhead.

Following all this there were a few good things to happen. Some are of interest to Diamondhead.
