Board Takes Action on Parking Violations
The DPOA Board of Directors, at the March 26th meeting, voted to restore basic parking rules that will be strictly enforced beginning October 1, 2010.
1. NO boats, personal watercraft, trailers of any kind, buses, trucks or other vehicles not normally used for personal or family transportation will be allowed to be parked or stored on residential property longer than 72 hours unless in a garage, carport or ACC approved area.
2. NO recreational vehicles may be stored on residentail property without guidance and approval of the ACC.
3. NO derelict (any motorized vehicle inoperable for more than 30 days) may be stored or parked on residential property or common ground except in a garage or carport.
4. NO vehicle used for commercial purposes such as dump trucks, flatbed trucks, cargo vans, cargo trailers and self powered construction equipment shall be parked or stored in a residential area, common ground or road right of way other than for the purpose of accommodating work on the premises. This does not include autos, pick-up trucks and vans up to 6000 pounds G.V.W. used for family transportation.
Between Now and October 1,2010 Residents Must Find Complying Storage Areas for All of These Items.
Fines and Other Penalties will be levied for Violations!

Mary Pracht, Board Secretary - Comments on this Blog
Your blog statement concerning the board minute resolution is incorrect, false and totally misleading. You should not publish statements purportedly from an individual unless you, personally, heard or confirmed the statement with the individual purportedly making such statement.
Your posted statement “Mary Pracht wants everyone to know she did not word the ‘resolution’ regarding the publication of Board Minutes correctly. And that Todd Belz (GM) must have misunderstood what she said.” Those statements were never said by either individual. The Resolution is printed correctly as voted upon in the April board minutes. There is nothing Mr. Belz “must have misunderstood”. And I certainly did not word the resolution incorrectly. It was worded as I intended it to be worded, mainly because of your mistakes made in publishing my minutes. Your recent blog certainly substantiates my concerns. And, had you called me concerning the removal of the minutes from the POA website, you would have been told the correct reason why they were removed from the site.
Also, had you been present at last Thursday’s board meeting you would have correctly heard WHY, and how, the Resolution was amended. The amended resolution will be published in the June board meeting minutes, after they have been approved. The amended resolution has nothing to do with incorrect wording or misunderstood information.
In the future, should you have questions about board minutes, I would appreciate it, and think it’s best for the whole community, that you contact me personally and get the correct story and stop relying on hand-me-down comments.
Your incorrect, false and misleading statement concerning the resolution should be retracted and you should take responsibility for again publishing incorrect information. Get the correct reasons and publish them. I will be happy to tell anyone, including you, the correct reason for the amendment to the resolution or, everyone can wait until the reason and correct amended resolution are published in the June board minutes.

Board Meeting 6-24-10
I'm so sorry..... I was not able to attend the Board Meeting last Thursday evening. I have sent messages to several individuals in hopes of receiving some information to share. Tina Carell, 19th Hole manager, did let me know that it was a very short meeting, with few in attendance (6-?). The major part being spent in Exceutive Session to discuss two employees.
Virginia Sanders took pictures of the Board Members to be displayed in the FOCUS.
The board spent some time approving the minutes for April and May.

Jim Hannon and Bob Jones (Nomination Committee) presented us with a well organized, and informative evening. Jim opened Candidate’s Night by introducing the candidates and explaining the procedures to be followed.
Ballots will be mailed out on July 1st. All ballots must be returned – or post marked no latter than July 31st. The ballots will be tabulated and / or counted prior to the Annual Meeting, which will be on August 21st at 7:30pm.

"Blank" page for Board Minutes on Public Website ??

I spoke with Todd regarding the questions that you and I spoke about on Monday. This is the information that Todd has passed along to me:
1) Todd did delete the Minutes off the website, and we will no longer be posting any past nor present Minutes. The reason being, in the Resolution in the April minutes, it states below:

Whereas, there have been serious omissions, deletions, incorrect information, and misspellings contained therein,
BE IT RESOLVED, that henceforth all Board of Directors Minutes shall only be published, as written by the Board Secretary, in the official magazine for Diamondhead, “Diamondhead Focus”, or its successor. No private group or individual shall have permission to publish the minutes without written consent and approval by the POA Board Secretary. Printed copies of the minutes will be available at the home office of the POA for private use, but not for further publication or distribution other than as mentioned above.

Fiduciary Duty of the Board of Directors

In one of my emails I explained that the Board of Directors for DPOA has a clear fiduciary responsibility to the people who elected them to office, the Diamondhead owners. I thought, after learning of how the contract for the family fun center was handled by the Board, that we should all review this "law definition". I know this seems like a long explanation, taken from Wikipedia, but it is important that the Board understands the significance of their fiduciary responsibility to the Diamondhead owners. I sincerely hope that the Board has upheld their fiduciary responsibility because, as you can see, it is a very serious legal duty. These duties include many things; sharing information with owners; obtaining feedback and input from owners; making sure that the privacy and rights of all owners are protected; making sure that the financial aspects of Diamondhead owners are protected; that the Board protects all rights of the owners over the relationships with other entities; and more......I might add that just because a person is delinquent in his annual dues, does not mean that the Board is released from a fiduciary duty to that person.

The current board has made it clear that Diamondhead is facing certain, and prolonged, loss of revenue. How would you address this situation?
From the financial reports we have been furnished by the board, the Country Club lost 11,000.00 dollars last month. Why? and How would you rectify this?
The golf course is being subsidized in excess of 200,000.00 dollars annually. Should the non-golfing members of this community be forced to pay approximately 20% of their dues for a golf course they do not use? Why?
The Community Standards Committee has made strong recommendations to the General Manager and this Board regarding the neglect of maintenance surounding the Club House and front entrance, with no sustained results. Please explain how you would address this community wide concern.
Please give us a priority list of your focus subjects, regarding the many issues facing our community.

(Ray Massey) I’d like to call this meeting to order. Welcome to the people for coming to our meeting tonight. The meeting tonight is a one-item agenda. There has been a request by Tom (Lockette) to add an item to the agenda. He would like to the possibility of adding the Golf Committee recommendations to the agenda for tonight. Tom makes the Motion and Frank 2nds it. [It was unanimously approved.] There has also been a request to add another item to the agenda. We have had a problem with the air-conditioning at the police department. We have some bids for this project to discuss and perhaps, accept by the board. Anyone want to make a motion for this? Come on we need to do it! The air conditioning is out at the police department, not working and we have taken bids and the bids are in excess of what we can spend without board approval. And I ‘d like to add this to the agenda tonight…so we can tell them to do the job or not to do the job. A motion has not been made….Jim makes a motion, Tom seconds it, any discussion?

Ray Massey, Terry Shipp, Mary Pracht, Tom Wright, Jim Hannon, Charles Wood, Tom Lockette, and Frank Pohlkamp were present. Betts Windsor was absent.
The Family Fun Center contract was voted on without being read to the membership, or copies being passed out. The Vote was passed 5-2 with Charles Wood and Mary Pracht voting NO.
