Town Meeting ~ March 26, 2015

President Mary Pracht opened the meeting by directing the audience to the information available at the back of the room.  Mary does a good job of following the outline presented at each meeting:






Beautification Committee:
Community Standards: Debbie Clement
  • 18 complaints ~  a "Flow Chart" will be followed per our attorney's recommendation.
  • "Teeth" has been added to insure compliance - monetary fines
Social Committee:  Debbie Clement
                  May 9th "Party on the Patio" for adults
  • Karaoke
  • Ping Pong
  • Board Games
  • 5pm Saturday, May 9th
  • Donations welcome
Youth Committee:  Kathy DeVilbiss -

Legal Issues Update:  Case has been separated:

  • Mary Pracht stated the Judge 'all but got down on his knees and begged the parties involved to settle this issue out of court'.  DPOA has been put on notice regarding a declaration of Insurance.  "It has become quite a mess."  "An insurance company has filed notice of a reservation of rights- which basically states that if we are found to be liable, they can choose whether or not to accept the payment claim."

Wild Life Committee: Larry Hibbs - $3,000 collected, 90% donated to support the Police Department

Treasurer John Porter reviewed the March 9th Finance Committee / Board Workshop - "No significant changes were made to the budget".  A separation was made between the Capital Fund & the "Operation Budget".

Front Gate Hours:
  • Mon -> Friday  6:am - 8:pm
  • Sat. & Sun. 8:am - 8:pm
  • Gate card will be needed to enter the gate during off hours
  • It is the Responsibility of the Resident to notify the Front Gate of expected deliveries / visitors.
ATVs - Director Ken Benck voiced his opinion to follow the newly adopted Arkansas Traffic Regulations concerning ATVs.
Mary Pracht, Diane Jones, Suzie Combs, Sharon Carr & Larry Hibbs expressed their opinion that ATVs should be allowed on our private roadways just as golf carts are currently allowed.  Individual violations with regard to age of driver, etc. would be handled by the police department.

Pool Fees ~ Suzie Combs:  DRC will consider an "agreement" drawn up by the DH Board of Directors regarding the possibility of user fees being applied to the pool.

Fishing Derby ~ May 1st 
  • The ponds will be stocked one week prior the the Fishing Derby.  "Please do not fish in the ponds until the children have the opportunity to enjoy the Lions Club Fishing Derby on May 1, 2015.
  • Saturday, May 2nd will be designated as Fishing Day for DH residents.
Our employees, across the board, have voluntarily given up one day of pay per week for 4 weeks, saving the community $8,000.  President Mary Pracht said "Thank you" to these employees.
