Vice President Joe Claflin led the Oath of Office as Chris Wesson
& John Coleman were sworn into office as Directors of the DPOA Board of
Directors.
Agenda for the Town & Board meetings:
Ratify a straw vote for $8,000 to repair roads on the South
Side. Work is being done ‘in house’ by
Eddie and his crew. Work is 75%
accomplished and will be finished as weather permits.
Roads Chairman Bob Jones announced the bid / cost of road
repairs to be $159,937.00.
- However, due to rain run-off & ABC equipment damage to Fairway & Cool Wood Terrace (estimated cost of $3,249), this area will not be repaired by Spa Construction.
- ABC – tractor / truck damaged road way
- Rain destroyed road way
- The current cost for road repaving will be $120,580.
Roads Chairman Bob Jones made a request for a year-round full
/ part time road maintenance individual to be under the direct supervision of
the GM. Mr. Jones explained the need
for this position.

- Gravel Roads
- Overhanging Trees
“Maintenance on our 40 plus miles of roads cannot continue to be maintained on a
once a year, contracted limited basis, repairing, resurfacing coupled with a
hodgepodge repair by our maintenance crew whose primary focus is the golf
course."
"However, whoever fills this position will need to be able to
operate, at a minimum, a back hoe, sweeper, (?), and a dump truck.
…We have some really bad problems in Diamondhead right
now. One of them being at Ranger &
Diamondhead. …the culvert is under 6
inches of dirt.”
Director Larry Hibbs:
Can this be done by a part-time person?
Chairman Bob Jones: …three
(3) days minimum. There is a lot of
ditch work to be done.
Spa Construction – John Batton advised Mr. Jones ‘If you don’t fix the
drainage problems you are wasting your money’ on resurfacing of the roads.
Director Sharon Carr requested two (2) items be added to the
Agenda:
1. $500
a year trail fee for privately owned golf carts.
John Porter stated ‘you will loose golf membership’. ‘We are
paying a $50 trail fee that is built into the membership fee. Golf cart costs an extra 300 bucks’
Suzie Combs stated ‘But for $300 I can use OUR carts, OUR
gas, OUR batteries, OUR tires, OUR maintenance?’
John Porter: Yes.
GM James Turner: We run out of golf carts every week. Outside play pays for the use of golf trails
$4-5 per round.
Memberships have been purchased.
o Sharon withdrew her
recommendation until next year.
2. DH should legalize ‘side by side’ vehicles
Currently, the Arkansas Vehicle Code forbids the use of
side-by-side vehicles on Arkansas
roadways. As stated during discussion,
DH has overlooked individuals that drive this type of vehicle in Diamondhead.
John Porter: No
reason to change things since we have no problems with side-by-side / mules /
rhinos.
Mary Pracht: ‘As long
as side-by-side is driven in a safe manner’, it will be overlooked.
John Coleman: We can not operate on 'a wink and a nod'. We need to get legal advise.

GM James Turner will contact DPOA attorney regarding the
legalizing of side-by-sides.
General Manager’s Report:
Bids are being collected for:
- Auditor’s Report
- Tennis Courts
- Grease Trap
- Tractor Mower
- Gate
Gate ~
- Slider gate & lift arm discussed.
- The use of access control traffic spikes
- Raise dues to include stickers
- Reader system to be added to car windo stickers
Grease Trap ~ A
1,000 gallon septic system is needed to rectify a problem with the 19th
Hole Grease Trap. This problem started
when the facility was built in 2010. This
subject has been discussed for over two years.
Riveria / Water Utility Board demand this problem be rectified. Water Utility Board member John Combs
(husband of Director Suzie Combs) indicated the water supply to the Club House
facility will be cut off until this Grease Trap problem is fixed.
GM James Turner stated the cost to installing a 1,000 gallon
septic system will be $10,000 - $15,000.
