Meeting began promptly at 7:pm with the approval of the Board minutes for the months of September, October
& November. The Board did not meet
(except for Executive Session) in December.
All Board minutes approved unanimously.
ACC Recommendations: A concern regarding the need for liability
insurance for volunteer committee members was discussed. Director John Porter will contact DPOA
insurance for advice on this issue. It
was noted that all committees advise the
Board only. The Board actually puts
policy in place….not the committees.
A private issue concerning a
property owner’s home was discussed briefly and proposed for Executive Session
at the termination of this Board meeting.
Public Relations –
Revision to Focus: Jim Ott will
email all Board members with proposals from the Public Relations
Committee. This issue will be presented
at the February 25th Town meeting by a member of the Public
Relations committee.
Community Standards: The Community Standards
Charter now contains ‘Right of way’ & ‘dog leash / noise’ restrictions:

- Editor's Note: The Community Standards are a list of rules & regulations intended for DH membership information. The Community Standards Committee are volunteers who assist the POA office in their endeavor to compile information received from physical observation and membership complaints. These complaints are then evaluated and, if needed, letters of warning will be issued from the POA office. Enforcement of compliance will come from the Police Department, not the volunteer Community Standards Committee. This information is stated in each Board resolution found in the Community Standards.

- It appears that a State regulated Police Department must follow State laws. This may prohibit DH Police Department from 'enforcement' of Diamondhead's "Community Standards".
- Should the Board resolutions be re-worded? Should DPOA Management / office personnel / General Manager be responsible for 'enforcement' of Diamondhead's By Laws & Community Standards?
Vice President Chris Wasson will discuss this issue with
Chief Joel Tyner. Subject was ‘Tabled’
until next month.
Ratify Straw Vote –
Delinquent Accounts: As noted at
last week’s Town meeting, this motion regards a new policy that has been mailed
to all DPOA delinquent property owners.
The motion passed unanimously.

Treasurer John Porter updated the Board on
progress made with the recent mailing: 1
home owner paid in full, 1 home owner payment plan started, 4 lot owners paid
in full = $6,060.00 received.

Director Gordon Moore suggested a ‘bad debt write-off’
procedure be done regarding property that has been turned over to the State for
back taxes. This will be discussed
during Monday (Feb. 1st @ 6:30pm) night’s Finance Committee
Workshop.
Credit Card
Procedures: Treasurer John Porter explained a suggestion made by DPOA
accountant, Bruce Kervin, for better financial management & full disclosure to DH
membership.
This procedure involves the compiling of various credit
cards under a single Social Security Number (example: Treasurer’s SS# or
General Manager’s SS#). This will save
approximately $500.00 per year in costs.
Deadline for GM
Resumes will be Feb 7th. The
Board will be meeting in Executive Session on Thursday, Feb. 4th for
their first attempt to narrow down the 15 – 20 resumes received. “There are some good resumes! We should have our top 5 chosen by next week.”
