DPOA Agenda Meeting June 14, 2012

The meeting opened with President Joe Claflin introducing himself as the new president of the DPOA Board of Directors.  President Claflin allowed Director Rick Noffsinger to read a prepared statement to the community:

  -While speaking of the Employee Handbook, Rick passed out a copy to each of the Board members and the General Manager.  He made mention of the green Handbook being especially for Treasurer John Porter, while the two yellow Handbooks were designated for Directors Ray Massey and Dan Munroe.

After reading his statement, Rick & Lyn Noffsinger walked out of the room followed by several in attendance.







President Claflin proceeded with the Agenda meeting.  The following items will appear at the June 28th Board meeting:

  • ACC Committee – Policies & Procedures.  The Regulations Policies Procedures Booklet was handed out to members. 
  • Audit Report – Treasurer John Porter stated that the Auditing firm of Cranz & Smith is being recommended by the Finance Committee with the bid of $9,900.00.
  • Capital Reserve Fund – It was agreed by several Board members that a long term plan is needed in Diamondhead.  The question seems to be: “Where will we get the money to start this program?”
  • Point of Sale Terminal – Status Report by GM Sarah Dawson:  Sarah does not believe the Point of Sale system, as approved by the board, will meet the needs of the 19th Hole.  Special interest was placed in the need for Inventory control and ‘Special Items’ on the menu.  Sarah stated: We are looking at other systems.
  • 19th Hole – Wine Sales.  President Joe Claflin explained the need for controls placed on the amount of wine served in each glass.  ‘The wine is served with the glass too full.  You can not carry the glass to your table without possible spillage.”  Joes also noted that this issue has been discussed by the Finance Committee and the Board for several months.  Why has it not been taken care of?
  • Roberts Rules of Order – Expert.  President Claflin explained the need for a Parliamentarian to be present during official Board meetings and asked the community to assist in finding the individual to fill this position.
  • Candidate Sign up Date/POA Dues Due Date – President Joe Claflin asked for an explanation regarding the purpose of the 2008 resolution setting the date of April 15th deadline of dues payments for candidates running for the Board of Directors.  It was agreed by several Board members and the General Manager that this matter should be reconsidered.
  • Who holds the “Deed” – President Joe Claflin asked for clarification regarding home ownership with regard to candidates running for the Board of Directors.  It was stated by GM Sarah Dawson that the appearance of a person’s name of the Deed is the only way to designate property owner status.
  • Golf Course Safety - #10 T-box.  President Claflin explained the need for special safety precaution at the #10 T-Box.  This area has a blind spot where golfers can not see whether there is a golfer within hitting range.  A young 14 year old golfer was hit by a golf ball last week while playing in this blind spot.  It was suggested to place a flag pole or bell in this area.  The Golf Committee will review this information.
  • Bar Hours – President Claflin declared that all board members are to attend board meetings sober.  He suggested closing the 19th Hole at 6:pm, one hour before Board meetings on Thursdays.
  • Name Change –
    Hartshorn Court
    (Mac View Trail).  A new property owner has moved to the South Side of Diamondhead and would like the name of the street changed to reflect his family name.
  • Swimming Lessons – Greg Williams.  Director Faye Taylor stated that Greg Williams would be conducting his own business by teaching swimming lessons in DH and therefore should not be allowed.
  • VBS Church Sign – Director Faye Taylor stated that any sign of out side Diamondhead activities should not be allowed to be posted inside our gates. 
All these subjects will be discussed at the next Board meeting of June 28th 2012.
