Board Meeting ~ Feb. 28, 2013

Meeting was opened with a statement from President Suzzi Combs:  GM Buddy Hudson will be in and out of the office due to his private business.  His salary has been altered to recognize this new status.  It was noted that department heads and Board members approve of the progress made in management due to Mr. Hudson’s position as general manager.

Treasurer’s Report – Tom Moore:  We have $17,000 in the Bank. (Due to early payment of POA Dues)  We have not had to borrow any money from our line of credit.  It is now expected that we will not need to do so.

19th Hole:  Straw Vote for 19th Hole dishwasher was confirmed with a vote

Announcements:  7 Tournaments are scheduled for March.  10 golf carts will be delivered.

By-Laws Committee – John Cummings:  This committee has met every week for the past 7 weeks in their effort to re-evaluate the DPOA By-Laws.  John presented the revised By-Laws to the Board for their review.  These revisions will be available for review by the membership………A copy is to be placed in each of the Voting Ballots that will go out on July 1, 2013   A vote will be taken at the Annual Meeting in August.

President Combs stressed the need for all homeowners to pay their fire dues.

Youth Room – Rick Noffsinger:  The Youth committee is offering an opportunity for adults to enjoy dinner out at the 19th Hole while their children are being cared for in the Youth Room, which is located in the same facility.  This will be available for children from 2 – 6 (?) years of age.  It will provide income for the Country Club during BINGO nights and weekends at the 19th Hole.  The Board is being asked to assist in subsidizing the cost of this venture. Pool Manager – Question?  Buddy asked the Board if there would be a conflict of interest for a spouse of an employee or a Board member to be employed to work at the pool this summer.  The Board saw no problem in this area.

No POA Dues Increase
Suzzi introduced this topic by asking 3 Board members to express their proposals.

Tom Moore described his idea of User Fees with an additional assessment of $100.00. 
The Finance Committee endorsed this proposal.

Jack Watson proposed User Fees with the additional assessment to be determined after a Budget is presented to the Board from the Finance Committee. [The Finance Committee received the preliminary budget last night.  It will be 3-4 weeks before this Budget will be ready for review.]  Wait 3-4 months to see what will be needed, after the Budget has been reviewed and the User Fees have been allowed to take place.

John Porter suggested a POA Dues increase of $55.00 à $900.00. 
·        Note:  $900.00 – Previous Fire Dues of $55.00 = $845.00
$845.00 + Increase of $55.00 = $900.00
John listed a number of items that need to be replaced and / or updated.
·        An Assessment of $100.00 that will be evaluated in 3-4 months.
·        Accept the recommendation from the Golf Committee of raising the golf dues by $150.00.
·        Encourage members to support the 19th Hole.
·        Continue to control expenses.

Joe Claflin recommends that we keep the POA dues at $900.00. (an increase of $55.00) 

Rick Noffsinger agreed that Diamondhead is loosing revenue from lots.  Rick noted that “we have not seen the financial budget”….  “we have not had to barrow money from our line of credit”….  “I do agree with the idea of an assessment sometime this coming year.  But not until we see a Budget” …. “We are paying our bills and we have money in the bank.”  Leave the dues at the current rate (minus Fire dues) of $845.00, institute User Fees, with a possible $100.00 assessment in the future.

Suzzi Combs expressed her desire to see a POA Dues increase to $900.00 “because that is what we are used to”, and is in favor of an assessment.  “It is time for us to Pony – up and move forward.”

Faye Taylor stated that “we should leave the POA dues at $900.00 and pay our own Fire Dues”.

Diane Jones approved of a POA dues of $900.00 with an assessment of $100.00 “somewhere down the road”.

Diane Porterfield would approve a future assessment upon review of the yearly Budget.   "I support User Fees which should provide $45,000+ in revenue each year, and leave the POA dues at their current rate of $845.00".

Buddy Hudson was asked his opinion on this issue.  Buddy stated that User Fees will provide the revenue needed with an assessment as a possibility later on this year.

  • A vote was taken to enact a $100.00 assessment now that would be restricted to capital Expenditures only.

  • A vote was taken to re-address a special assessment in 3 months:
                                *This motion was unanimously approved 

It was agreed that the Annual dues will be mailed out with the Dues of $845.00.  Fire Dues will not be included.  LHFD will be sending out a bill separately.  A notice in each bill will also include a notice of a possible assessment in the coming months.

GM Buddy Hudson is encouraged to begin his plan for User Fees.

Diamondhead Resort Community [DRC] – Allen Magee stated that the agreement regarding the pool would not change.

  • A vote was taken to confirm that this year’s POA dues are $845.00.  *Unanimously approved.
Diane Porterfield asked for an executive session regarding a personnel issue.
