Town Meeting 7-24-14

President Mary Pracht welcomed members of the community to our Town Meeting and directed attention to the back table where information was provided regarding:

• Police Department Log for the month of June.  Read more
• Delinquent homowners (34) list:  Read more
• There are 13 homeowners that are past due but making regular payments – names are not included on the ‘delinquent’ list.
• 578 Lot owners are delinquent with one (1) lot owner making regular payments.

Committee Reports

• Beautification Committee – Faye Taylor read the committee’s report.  This report may be found on the Official Diamondhead Website. Committee reports
• Standards Committee – Debbie Clement stated: We live in one of the most civilized countries in the world, if not THE most civilized country.  That is why we have rules and laws to live by.  Unfortunately some people don’t feel they have to live by those rules and laws.  That is why we have a committee like the (Community Standards Committee).  We must send out letters, then follow up on these letter and send out more letters.  There have been 6 complaints.  2 additional complaints about barking dogs.  Boats & vehicles may not be parked on the road in front of your house more than 72 hours.
• Social Committee – Debbie Clement.  A New Year’s Eve party and a Super Bowl party are being planned.
• Roads Committee – Bob Jones:  Equipment will be moving into this area sometime the end of July to begin work on the culverts / roads.
• Youth Committee – Diane Jones:  An end of the season pool party is planned for Aug. 16th (or 17^th ?) 6pm à 8pm.  Ages 6yrs – 18yrs  ~ young children must be accompanied by an adult.
• Nomination Committee – Bob Jones:  Vote Count will be held in the Banquet room of the Club House on Aug. 8^th beginning at 10:am.

Treasurer’s Report – John Porter:  Financial Highlights – “June did not turn out to be such a good month”.  “…Net loss year-to-date (Fiscal year starting April 1^st) of just under $20,500.  We were expecting budgeted income of $11,000. = about $32,000 below where we expected to be.  The primary reason for this is payroll.”  This was discussed during the finance committee meeting last Monday.  GM James Turner ‘will be making some corrective actions’.  Click on the picture to view:

The numbers for the 19^th Hole are “skewed” due to the Green Herb leaving their inventory behind when they ‘excused’ themselves from their contract with DPOA.

Golf:

Month of June:

·       Golf Revenue: 35,101

·       Golf Expense: 54,552                        Total golf membership:  99+ (?)

     Year to date:

·       Golf Revenue:  94,950

·       Golf Expense: 144,155

Pool:

            Diving Boards have been removed from the pool area due to Insurance liability costs.  Auto Home Owners Insurance is now in place.  A savings of $8,400 was gained due to the removal of the diving boards.  The diving board apparatus will be removed in the future.

General Manager Report – James Turner:

• Fireworks:  GM Turner was complimented on his comments to the news media regarding the ‘explosion’ during the 4^th of July fireworks celebration.  To view a video regarding this event, click here.
• Pool hours: Exceeding the budget made it necessary to limit the pool hours
• Payroll:  Candidate for the Board – Mary Gage has previously stated in Finance committee meetings and publicly on i-Neighbors the discrepancy / over budget / payroll issues.   Treasurer John Porter & GM Turner will be directing their attention to this issue.
• Tennis Courts:  Net was tightened.  Clean up will continue. 
• Police Phone numbers:  Emergency # is 911  If it is an emergency, please call 911, not the Police department phone number.  This will control traffic and improve efficiency. 
• 19^th Hole has been taken back ‘in-house’.  “It was not in our (Diamondhead) best interest to continue (with the Green Herb).”  GM James Turner requests your assistance ~  If you, as a patron of the 19^th Hole, see any issue of concern, Please contact him.  Office number is 262-4470
• Burn Ban / EPA ~  POA common ground areas will not be burning until further information is received. 
• Candidate for the Board – Alan Thornton was asked by the Board to investigate this issue.  Alan gave his report to the Board during the Town meeting.  Result:
• A letter was sent to the POA office from the ADEQ = Arkansas Department of Environmental Quality.  Read Letter
• Many years of inappropriate burning (construction material / pastics / etc.) has gone on in Diamondhead.
• DPOA Management’s failure to police wrongful burning practices
• DPOA must request a Burn Permit before any burning is allowed on DPOA property.  Burn site must also be approved by ADEQ.
• Alan Thornton suggested management send a letter of apology to the residents living near “Eddie’s burn pile” for the years of neglect by management.
• Home owners may burn with the proper notice.  Call 262-1631 with your intent to burn on private property.

• Club House – There has been many ‘disruptions’ by minors during visits to the club house.  “Minors, Please be accompanied by an adult.” 

OLD BUSINESS 

ACC – John Cummings described a request for H3 status.  The resident currently owns 2.5 lots and is requesting an H3 status if he purchases the adjoining half lot where a portion of his concrete drive-way is located.  The Architectural Control Committee recommends approval of this request.  Latter, during the Board meeting, the Board denied this request stating the negative precedent it would imply.

Young Adult Golf Membership – Canidate for the Board - Larry Hibbs:  In an effort to increase revenue for the golf course and reduce the need for subsidized funds from the POA Annual Dues, Larry proposed the following addition to golf memberships:

• Golfers between the ages of 20 – 32
• $800 Annual Fee without cart
• $1,000 Annual Fee with golf cart

Later, during the Board Meeting which followed, this motion was approved with an amendment – Age range between 20 – 35.

Secretary Faye Taylor stated that all Board Candidates should display their gate stickers on their vehicle.  The Board will dismiss any Board member who fails to display this sticker in the approved manner.

Candidate for the Board – Gordon Moore stated the Annual Dues should be raised to include the gate stickers.  President Mary Pracht agreed that this is being considered.

Candidate for the Board – Mary Gage agreed that we should not ‘nickel and dime us to death’.

Candidate for the Board – Ken Benck stated the stickers are on each car for a security purpose.

NEW BUSINESS

• Children Driving golf Carts – Amend Resolution #2006-30-13 to include working “personal carts and club carts”  Sections 2 and 4
• Police Chief Joel Tyner described Arkansas state law
• GM Turner described need for regulations against under age drivers.
• The attorney will be contacted for correct wording.
• A fine will be included in this resolution.

The Board expressed their concern for the safety of the children driving and the passengers in the golf cart; as well as the damage to property or other individuals due to inexperienced drivers.

• POA office staff member, Angela Coldewey, agreed with Candidate for the Board Mary Gage regarding ATV use in Diamondhead by adult licensed drivers.  Noted in the minutes dated June 23, 2013.   The issue is CHILDREN driving motorized vehicles.

• Article X Request for Records:  Fill out the proper forms in the POA office to request a view of the ‘Books & Records’.
• The books, records and papers of the association shall at all times, during regular business hours, be subject to inspection by any member of the association for personal, non-commercial purposes.

Announcements:

Ballot counting ~ Friday, August 8^th beginning at 10:00 A.M.

Annual Meeting ~ Saturday, August 16, 2014 at 7:30 P.M.

Citizen of the Year will be announced at the Annual meeting.

President Mary Pracht thanked Secretary Faye Taylor (3 years) and Director John Cummings (1 year) for their service to our community by serving on the Board of Directors.
