Board Meeting ~ May 26, 2016

Ninth member of the Board (?)

Board meeting opened with the unanimous approval of the April Board minutes.


Old Business:
  • Letter from DPOA resident / member Steve Nilsson regarding the purchase of a lot next to his property.
    • The lot is delinquent in Annual dues by $2,798.79
    • Steve Nilsson requested a wave of the delinquent dues.
    • Property has a lien against it.
    • Board decision:  Property can not sell until the lien is satisfied.

  • CS Recommendation is unanimously accepted by the Board.  This revision will be noted in the Community Standards Rules and Regulations.  Basically,
    • Barking and/or Loose dogs and noise violations will be handled by the DH Police Department.
    • If the Board finds against the property owner, the owner has 10 days to rectify the issue.
    • Fine will be $100.00 + [$10.00 per day after the 10 day limit].

New Business:
  • DPOA member / resident Mrs. Padgett made a request for H-3 status.
    • Resolution 2000-16-02 à There is no such thing as “H-3 status”.
    • Request denied.

  • Golf Dues Proposal:  Golf Committee Chairman Kenny Pearce made a deal with the Board – If 10 new members were added to the golf membership before June 1st, 2016, the $100.00 increase in golf membership would not be imposed as specified in the 2016-2017 financial budget.
    • As of this date (May 26, 2016), no new memberships exist.
    • Golf membership has dropped.
    • The $100.00 increase will be instituted.

  • Dress Code for Golfers:  The current dress code which has been on the books for many years has been enforced by our new GM – Ed Molloy.  This has raised issues of contention with the golfers.  Discussion ensued.
    • The Golf committee has until July 1st 2016 to present a revised version of their dress code to the Board for review and consent.
    • Issue ‘tabled’.

  • Propane Tank enclosure:  The vinyl fencing purchase price was estimated to be close to $1700.00.  A suggestion was made at last week’s Town meeting to use plants to shield the propane tank for view.  A box-wood hedge is being discussed.

  • GM Ed Molloy met with the Lake Catherine Water & Sewer Facilities Board director – Jack Plumlee to discuss options regarding the “First” pond.
    • This pond is located to the right of our North side entrance gate.  This is called the First pond due to it being the first of the filtration ponds for the …‘Sewer’ Facilities Board.  Members of Diamondhead- call it “The Scum Pond”.  
    • Jack Plumlee refused to do anything about the ‘Scum Pond’.

Board members met in Executive Session.

President Chris Wasson suggested I (Diane Porterfield) review the DPOA By-Laws regarding Executive Sessions.

DPOA By-Laws, page 1, Section 6:  Parliamentary Rules.  Robert’s Rules of Parliamentary Procedure shall govern and control all matters not specifically covered by these By-Laws
