ACC Report - Jack Watson, Liaison
- 5 open permits for houses
- 1 remodel permit
- 3 fence permit

The ACC committee is actually conducting a review of the entire ACC Regulations and Policies manual. The Fence Permit which will be presented to the Board is a new form and a request will be made to use this form temporarily until the entire manual is presented. The current Permit form does not work well for fence permit requests. Thanks Jack
Golf Committee - Betts Winsor-Liaison "We have a real Marshal Program. DeOtis (Cotton) has done a great job in getting volunteers. We will have a meeting 8:30(am) on Saturday for all the volunteers that are going to be out there moving people along, keeping them off the #16 Green, #15 Fairway, clear up to the top of the Green. We will have some Marshalls out there telling these people you can't go up 3 feet from the Green with their golf carts."
Treasurer’s Report - Tom Lockette
“We had almost a break even month overall, as far as net income. A loss of $91.22 compared to a profit of 14,400. Almost all of that difference is bad debt expense… It seems like every year we have a few more (lots owners) that do not pay (dues). At the end of March we should have just under $49,000 in the bank. That is just a little more than we started the year with. Just about a break-even year, cash flow wise. In today’s economy, that’s a pretty good performance.”

Mr. Lockett explained cuts that would be made in various areas of next year’s budget. Some of those areas will be: no cost of living increases, less hours per week for employees, more money for Roads Repair (Culverts), etc.

Public Safety Committee - Joe Claflin- Chairman
• Pebble Beach gate is on hold because of finances.
• Possibility of a Swing-arm gate for the Front Entrance in the future to avoid multiple cars entering at a time.
• Uniforms for Security personnel is on hold. Wild Life Committee volunteered to pay for the PD uniforms
• Waiting on decision as to (if) or (when) Chief Pat Mahoney will return to work. Chief Mahoney is on emergency medical leave until the end of February.
• Volunteers to help during busy hours at the Front Gate.
• Unarmed Certified Security Personnel – Joel Dinner
• Marshall Program is underway.
• Reviewing areas where money can be saved.
• Work schedule is out and can be reviewed.
Minutes from the Jan. 12th meeting can not be posted until they have been approved by the committee. This committee did not meet in Feb. due to snow and icy conditions.

Beautification Committee: Mary Pracht Liaison
Daffodil Tournament – May 8th, Mother’s Day
Pancake Breakfast – April 23, day before Easter. $5.00 – Adults $4.00 – children, under 3 – free
Easter Egg Hunt will follow the Pancake Breakfast.
Mrs. Pracht explained the need for a sign outside indicating the name of the Club House for visitors to find the Club House and 19th Hole. This is a work in progress.
Jon Hudon – Resident
Spoke regarding the culvert in front of his house needing to be fixed. His house and yard has been flooded. Mr. Hudon brought pictures of the damage to display for the Board. Road Committee Chairman Bob Jones explained that this “culvert is on the list to be done, but we can not give you a date”. GM Markle said that “41 culverts are on a 911 list”. Mr. Hudon stated that he would pay for the work to be done on this culvert in order to protect his house; “I’ll make the Board a deal. I’ll pay for it. Take it out of my POA dues for the next 10 years. I’ll have it done tomorrow.” Treasurer Tom Lockette explained that each of the culverts will be replaced as the money becomes available.
President Massey suggested Mr. Hudon discuss the possibility of him paying for the culvert in lieu of dues with GM Markle before the next Board meeting. Bob Jones stated that we have over 200 culverts and 41 are badly in need of repair.
Nomination Committee - Jim Hannon took this opportunity to remind DH members of the up-coming Board election, and the need for nominees. Mr. Hannon stated that there are 3 candidates thus far. “After this meeting, I am sure that Bob Jones or myself will be over-run with candidates.” "At this time, Rick Noffsinger, Jo Ann Rhodes and Faye Taylor have indicated that they intend to be candidates for this year's election."
Community Standards
President Massey explained that over 90 letters were sent out regarding various violations to the Community Standards. The question Mr. Massey/Board asked the community members: Do we want Diamondhead to live with these Standards as written? Do we want the Community Standards to be thrown away and we live any way we want to? Or, do we want some group of people to make our Standards better? At this point the issue was opened up for discussion.
• 14 individuals expressed their opinions.
• GM Markle read the Community Standards. It was made clear that Diamondhead’s Community Standards can be changed by POA members. Conversely, the Diamondhead’s Bill of Assurance can only be changed by 2/3 of the membership.
Frank Polkamp – past board member and past Community Standards Liaison, expressed the need “to be proud of our community”. Diane Porterfield reported on some history regarding the progress of the Community Standards Committee, and the steps that were taken to get to this point. Diane Jones noted the difficulty it has been over several years to apply the Community Standards. This involved the standards themselves, and the lack of enforcement of said standards.
Many individuals expressed their thoughts on this issue, and all were heard and appreciated.
Debbie Clement volunteered to be on a new committee to re-evaluate the Community Standards. GM Eric Markle has a list of participants for this endeavour. You may call the POA office for more information. 262-4470
Department of Finance & Administration
Mr. Massey announced the possible need for a tax attorney to assist in complying with tax laws. Mary Pracht made it clear that she had not heard of this situation until "a week ago". See post entitled "POA Taxes".
Fun Center:
Question was asked, "what is happening with the Fun Center?". Mr. Massey explained that numerous closure dates have been missed by Mr. Larry Brown for the purchase of the proposed property. As far as Mr Massey is concerned, "it is dead".
