Town Meeting – 6:pm
Mr. Massey opened the meeting by announcing that “next month we will have our regularly scheduled Agenda meeting, Town meeting and Board meeting”.
Treasurer's Report -Tom Lockette
“We wrapped up our fiscal year on the 31st of March. If we take away the cash that was collected on the current dues from our cash balance, we had a positive cash flow for last year of $13,400.00. We were expecting around $40,000, but there were several items in March that we went ahead and did in March and transferred those items out of this year’s budget. We did some things early, so this is the main reason we did not get up to our $40,000 [Contingency Fund]. I still think $13,000, in today’s economy, is a real good deal for us.”
“We collected on a little over 600 houses and about 600 lots last year. This year’s budget we expect to loose another 100 lots.” This year’s budget reflects this expected lose of income.

4 new permits issued: Shed, Deck, Addition, Fence

No permits have been issued for Community Standards regulations. GM Markle told us that 15 of the 97 violations have come into compliance. The remaining violations still need to be followed up by the POA office.
Beautification Committee – Mary Pracht
No report on the financial aspect of the Pancake Breakfast. It was agreed that the Pancake Breakfast was a “success”.
Community Standards – Chairman Rick Noffsinger
We have been asked to help out with the Spring Clean on Friday May 13th and Sat. May 14th.
Focus – Jim Hannon

Golf Committee – Betts Winsor
Men’s 4-Ball was detailed by Byron Efird. Announcement is located on the Bulletin Board.
No problems with the Volunteer Marshaling program – DeOtis
Byron Efird announced the inception of the Inter-Club Reciprocal Agreement

Lion’s Club Annual Fishing Derby is Friday April 29th. If you can bait a hook, come on down and help with the 60 kids who will be here. I will be taking pictures of this event today!
Lion’s Club BINGO is raising money for a new Marque at the Front entrance.
Public Relations – Terry Shipp

Public Safety – Chairman Joe Claflin
We have heard from Matt Simpson regarding the tentative development of a police station / fire station / ambulance station just outside the Front gate. GM Markle explained that DRC have donated the lots just outside of Diamondhead. It will be a full service, 24 hours a day manned with a helipad! It is all about funding. We will be looking for Grants from the City, but will need private funding, as well.
Mr. Claflin also told us of a “collection box” for unused prescription drugs.
Recreation Committee / Pool – Lynn Noffsinger
Power washing is underway. Camp of the Ozarks will be coming in a week before the official opening of the pool – Memorial weekend.
Joe Claflin asked if a ‘salt-water’ pool has been considered.
Roads Committee – Chairman Bob Jones
Pot Holes are being assessed.
Social Committee – Mary Pracht

GM Markle announced the opportunity to purchase a used Street Sweeper for $2,500.00. It is planned to also purchase a Street Roller.
Fire Works – It was decided to collect donations to add to last year’s donations for a fire works display. Debbie Clement added "we raised the money in the past". Karen White reminded the Board that permits need to be submitted.
Sales Tax Issue – GM Eric Markle
Diamondhead has been charged by the Department of Finance & Administration for the amount of $539,000.00.
Mr. Markle explained the process up to this date. According to our Bill of Assurance of 1997 under Section 8 Maintenance Fees: “Fees and assessments will be used for the administration, improvements, and up-keep of facilities and amenities, as well as the roads and various areas reserved for the use of property owners, irrespective of weather the privileges of using such areas are exercised or not.” Read by Secretary Jack Watson.
Secondly we are not a “Private Club”. We have always been open to everyone without a separate additional fee.
We signed a power of attorney for Mr. Christopher Brochette to represent us and should have this ‘worked out’ by the next hearing date of May 9th.
Closing Remarks:
Jerry McAnear asked for an update on the Family Fun Center. Mr Massey agreed, “I would like one, too!” Jeanne Zdziarski said, “We should get out of that agreement.”
H2 / H3 status was discussed at length by the Board and the community members. GM Markle expressed the view of the individual property owner, while Secretary Jack Watson opposed.
Meeting ended at 7:05. A 5 minute break was called before the Board meeting was to start.
