Agenda Meeting ~ February 19, 2015

Meeting began at 7:pm with the introduction of a resolution regarding sex offenders in Diamondhead community.  The resolution would read, “Sex offenders of any level are not allowed to use Diamondhead amenities”.  It was explained that children participate in the activities held at all amenities.

New Gates ~ The possibility of front gates is being contemplated by the Security Committee.  The out-going gate is ‘broken’, and the in-coming gate swings out.  The research involves a ‘lift’ gate or a ‘slide’ gate.  The plans will be brought before the community as they become available.

Rabies Clinic à  Secretary Diane Jones has contacted Dr. David Smith with All Creatures Animal Hospital to provide an ‘on campus’ vaccination clinic for DH dogs.  Cats will be served on a separate date.  This service is important due to the increase in rabies incidents in our area.    

·       The plan is to have this clinic on a Saturday in mid à late March.

·       The regular cost for this service is $17.50 per animal. 

·       Dr. Smith and his assistants will charge $10.00 to DH members who would like to take advantage of this service. 

·       The Wild Life Committee has offered to provide additional incentive to DH members by subsidizing this activity on a ‘first come / first serve’ basis.

Truck Signage à  Through our ‘chat room’, iNeighbors, DH members have expressed their concern / desire for all vehicles owned by Diamondhead be designated with appropriate signage that may be used as “free” advertisement for Diamondhead.  Maintenance Department – ‘Eddie’s’ truck was noted.

*Director Sharon Carr brought this issue to the Board. 

*President Mary Pracht stated this would serve no purpose since Eddie does not sell property in Diamondhead.
Correction:  The above statement was paraphrased.  Here is the exact wording as copied from the tape recording:  Mary Pracht:  You normally advertise with revenue in mind.  If there is a sign on the side of Eddie's truck...that is not advertizing...it would not produce a penny of revenue for Diamondhead.  Now if we sold telephones, cell phones, or insurance, or a beauty shop and we wanted to put our name on the side of our truck with our phone number, than people would say "oh, I need insurance", but that is not what that truck is.  It is a work truck.  It does not go to take people to look at houses where you need a realtor's name and number on the side of it.  It's not a revenue producing vehicle.  It is a work truck
Gail Porter said:  That would give the impression that  Eddie is a promoter of Diamondhead and that is not his job. 
 Mary Pracht: No, it is not.  And everybody out here knows that truck belongs to us.  That is our truck. Lets make sure it is dead.  We've all thought about it. It was brought back to the forfront. We've gone through, again, the pros and cons.  We have not ignored it.  We've had many discussions about it. We discussed it personally with Eddie.  It is not as though we just blew it off.  We've spent a week thinking about it.  Sharon wanted it on the agenda.  That is the way it should be done.  If anyone has a concern, it needs to get on our agenda.  That is exactly the way to do it.  That way we all think about it.
Sharon said:  Eddie told me he didn't care one way or the other.  It is not that Eddie didn't want it on there.
Barbara Benck stated:  In the begining Eddie didn't want it on there.
Mary Pracht: Well, that is one side of it.  That is not really the way it ended up.  Nothing would change, except we would have to buy signs.  We don't need it.  Everybody knows that is our truck. We are taking good care of it. Eddie takes good care of it.  We are taking care of the insurance.  We've thought through this many times, hopefully everybody understands and will accept the decision.

* Vice President Ken Benck stated this issue has previously been considered by this board and voted down.  “This is a mute issue.”

“House Cleaning” 

Resolutions that need to be rescinded:

• Update Employee Insurance: 
• Rescind 2003 resolution that reads ‘benefits – 80/20 %’
• Establish new resolution to read ‘benefits – 50/50 % w/ 100% employee contribution
• Rescind 2012 resolution regarding golf play at $25.00 including cart.
• This allows management to alter play prices as needed.
• Use of motorized vehicles on DH roadways.
• Rescind 2006 resolution regarding age of golf cart driver.

Fences ~ Treasurer John Porter proposed the use of a 4-5 foot cedar fence to cover the view of the “scum pond” to the right side of the Entrance Gate.

o      Arkansas Game & Fish / Fishery Biologist à Brett Hobbs provided alternatives which would take care of the problem without covering up the view of the pond.  [information acquired via phone conversation]

1.     Use of approved aquatic herbicides; time release chemicals

2.     Routine drying out of the vegetation.

Mr. Porter also proposed the use of split-rail fencing found in an area along Hwy 171, replacing that area with chain-length fence.

Finance Committee ~ Treasure John Porter reported the committee is almost ready with the 2015/2016 proposed financial budget.  Director Suzi Combs asked whether additional revenue would be needed, or did they cut amenities / services.  John Porter replied that the committee ‘worked with existing revenue and estimated costs’.

Several references were made to various opinions expressed on iNeighbors à Diamondhead Property Owners Chat Room.  Diane Porterfield reminded the Board that all comments made are the expressed opinions of the individual property owner.
