Town Meeting - 1-19-12

President Rick Noffsinger opened the meeting at 7:pm
Director Dan Munroe was sworn into office.


Committee Reports:

ACC- Liaison Jack Watson:

·         One new home permit issued since last month, on Lost Lake.  Currently active permits:  5 new homes, 2 remodels, 1 shed, 1 lot clearing.
·         New Proposed Fee Schedule for Building Permits ~ See Post with this title.
·         New Chairman of the ACC will be Ted Silver / replacing Dan Munroe.
Safety Committee – Joe Claflin
  • Jerry McAnear, Sr. - Chairman Fire Protection Sub-Committee, and GM Sarah Dawson met with the Fire Marshal in Little Rock.   DHPOA has a document that indicates compliance for the Club House building.  However, the Fire Marshal   informed Jerry & Sarah that “we are out of compliance”, explained Rick Noffsinger.  “We are waiting for an official letter from the state of Arkansas stating that we are out of compliance before we act on it.  We do know that we are officially out of compliance and we will be looking at putting in a sprinkler system (for the club house building).”   This is important for the protection of our members who use this building.  “It is serious.”  This matter will be turned over to our general manager and our attorney-Jonathon Jones to consider options concerning the contractor/ builder & architect involved in the building process.  “No board member or past board member is responsible for this.”

Youth Committee – Kerry Crowe
  • Kerry expressed her thanks to all who came out to enjoy Christmas in Diamondhead.

Finance Committee – Don Oseroff
  • “We should have a final budget by next week.  I know that there was information released that said that we were in financial trouble this year.  We’re not.  We will probably end the year with a small surplus.  For next fiscal year, we are confident enough that we are going to have a balanced budget without having to raise dues.  We have already informed the Board that there will be no dues increase this year.”   Applause!
  • Several budget cuts had to be taken.
  • Revenue is not expected to increase. 
  • Possible increase in dues for 2013-2014 fiscal year.
Golf Committee – DeOtis Cotton
  • Golf Cart Registration fee for all golf carts of $25.00 to help pay for cart paths.
  • All outside T-Times scheduled will require a credit card number.
  • Marshal Program to start – See DeOtis
  • Review Rules & Regulations
  • Men’s Four Ball will be May 25,26 & 27 – Memorial Weekend
  • Inner Course Agreement is in effect with Belvedeer.
  • Guy & Dolls Tournament is looking for volunteers-September

Utility Board Update – Jim Hannon
  • Lake Catherine Waterworks and Sewer Facility Board of Garland County
  • Please see post with this title – dated 1-13-12
  • “The assets will be owned by this governmental entity.  All revenue will be put back into the business.  No changes in rates should be seen in the foreseeable future.”
Discussion:

Golf privileges – Sarah Dawson
            Sarah explained that the employee manual will be changed to clarify golf benefits for employees and family members.  DeOtis Cotton explained that golf benefits were designed to be given to employees only.
Sale of Common Ground Property – Springbrook:
            Jack Watson explained the pictures and map of the property in question.  The owners of 239 Springbrook Drive have put in a request to purchase a Common Area owned by Diamondhead.
            John Cummings asked:  Why would we be interested in selling any common ground for someone’s personal gain?
            Diane Porterfield stated:  This will set a precedent for other common areas in DH.
            Judy Thye asked:  Is this a buildable lot?

Reduction of spending limit – Byron Efird
            “There needs to be better control over the spending.” Byron Efird 
            “I agree that we need to watch our money, and Sarah is doing a good job.” Rick Noffsinger  
            “A board does not want to call a meeting every week.  We need to trust our General Manager.” Ray Massey
            “We are doing the right thing as far as expenses.”  “If the finance committee (10 members) see any problem, we will know it.”  Don Oseroff.

Re-Roofing Permits-
Leonard Dawson spoke to us regarding the International Building Codes as it relates to roof repairs.  “Do we need inspection permits for re-roofing?” asked Ray Massey.  Answer:  Not all roofers are equal.  According to the Codes, we are not allowed to put more than 2 layers of roofing material.  Most permits are for the best interest of the homeowner.
                      John Cummings spoke in opposition to permits for any home repairs.

Friends of the Library – Jennie Zdziarski & Vicki Schanlaber
·         PLEASE leave the library as you found it.  Pick up after yourselves.  The library is not a place for children to play.  Do not move the conference table.  Do not stand on the shelving.
·         Parking next to the Club House should be done as angle parking, not parallel parking.  Lines will be drawn in the future.

Rick Noffsinger asked if there was any more business.  No response.
