Town Meeting ~ April 19, 2012

Meeting began with the Finance Report:

Finance Committee did meet this morning.  However, GM Sarah Dawson was not able to submit the financials to the Finance Committee.  [Second month in a row]

Common Ground Area to be mowed by Contract Labor - Rick Noffsinger:
Kevin Cooper & Mike McFarlin will be taking care of the Front Gate area all the way down to the swimming pool; all the mowing, edging/trimming, hedges, blowing & weed control, as well as all the maintenance.  This will save on the golf course equipment / repair to blades, etc.  This will also limit the number of seasonal employees needed for the golf course/common areas.  The contract labor will cost $1,000.00 per month, on a month to month basis.
Jack Watson: What does this do to the Budget?
Rick Noffsinger:  This will save on fuel, equipment repair, employee benefits, insurance costs (Cooper/McFarlin have their own insurance coverage), taking a lot of pressure off of Eddie and his crew.  Eddie also supervises Cooper/McFarlin.  We will see how it works out.


Committee Reports

Beautification Committee ~ Faye Taylor:
The pancake breakfast realized a profit of $1200.00.  The Daffodil Tournament will be April 20th.  A presentation of $500 was presented to the Beautification Committee by the Four Seasons Golf Club.  Dan Munroe expressed their appreciation for all the work that the Committee does for this community.  Secretary Gail Porter accepted on behalf of the Committee.  Rick announced that the Four Seasons contribute ‘as much as $2500.00 a year, every year, to our community.

ACC ~ Jack Watson:

Announcement was made regarding the recent change in the ACC committee members.  Dan Munroe is the temporary acting chairman of this committee.  Would anyone like to step up to volunteer for this committee?

Public Safety Committee ~ Jerry McAnear:
Three items were discussed at our last meeting; Protocol-chain of command, Use of the Pavilion be controlled by the POA office, & Number of calls that are made by the police department on a daily basis.  There is a Rabies epidemic in our area.  A dog was in a fight with a skunk -> dog bit a man -> the man is being treated for rabies.  This is predominately in skunks and bats. 
      Point of interest: ‘Hot Springs Village tried to sell several lots and was not able to make enough to pay back taxes.’  ‘The city of Hot Springs has developed a way to test the roads to see if they need repair.  They get a cup of water, put it in a cup holder, and drive up and down the street.  If it sloshes out, it needs repair.  I point this out to the Roads committee’, Jerry McAnear.

Community Standards Committee ~ Diane Porterfield:
The committee met last Monday afternoon, April 16th.  Topics discussed:
~Front fencing in disrepair
~New common area maintenance crew Kevin Cooper & Mike McFarlin, contract labor - Eddie’s crew will have 1 less seasonal worker.
~Dump Site needed for lawn clippings/trees branches.  Eddie does not want members dumping on his area.  What should our members do?  We do not want people dumping on vacant lots.
~Control Burn?  I spoke with Matt Simpson who will be getting back with me.
~Golf Cart that is inoperable is considered a derelict vehicle and should be stored in a garage or off the homeowner’s property.  Same location has a utility trailer w/storage.  This is not allowed.  Another property owner has an RV on one side of the house and a utility trailer on the other side.  This is allowed.
~Coyote Problem?  Joel assured us that it is being “taken care of”.

Youth Committee ~ Faye Taylor:
Yard Sale today (Friday, 4-20-12).  The money will go toward a new tennis court net, and updating of the Kiddie Korral.

Swimming Pool ~ Sarah Dawson:
The pool will be filled for Memorial Day weekend.  Dan Munroe will be ‘handling’ the pool because Lynn Noffsinger, President’s wife, is the current manager.  A new manager will be taking over soon.
Proper swim attire is mandatory.  Some individuals will be restricted from using the pool – defecating in the pool necessitates excessive use of chemicals.

Police Chief Joel Tyner:
This weekend will be very busy. 
~South Side Camera was destroyed and will be paid for by the individual - $3,000.00. 
~White line has been painted in front of the gates to indicate “Stop here”.  This allows the gate sensor to operate properly.
~Motorists are speeding down Independence going out of DH.  The school bus is picking up children at the gate.  Speeders will be ticketed.
~All visitor/contractors will display their driver’s license.  No driver’s license, no admittance.
~Police Quarterly Calls was explained in detail.  This list will be available on the Public Safety Committee Page – located on the Right Side Column of this report.
~Joel thanked the Lions Club for the Defibulators, they have been used!
~Shots are coming from across the lake.  Kids are shooting at targets?  People who live on Scenic Drive should be aware of this.  Joel will be in contact with Hot Springs authorities.
~Teenage individuals are sneaking out at night after curfew.
~Cameras are being researched for the club parking areas.
~Dark spots are noted in the Pavilion / Kiddie Koral area.

Golf Committee ~ DeOtis Cotton:
Discussed a plan to replace greens.  Drill and Fill will be taking place. 
~“We would like to get our Web-site on our Score Card”. (???) Or Score Card on the Web-site?  We would like to get all our current events on the Web-site. 
~Guys & Dolls Tournament needs someone to run this event.
~Golf Carts are a constant problem for golf courses.  Blue flags are for medical carts, only!  White flags are for handicap carts. Does the pro shop management care?  The rules say that all 4 wheels must stay on the cart paths!  All golfers please obey all signs.  If the sign says no carts – that means no carts.
~We do have a problem in our pro shop.  There are personnel issues in the pro shop.  Some individuals want the community to hire a golf pro.  Rick stated that a golf pro will cost every member of DH about $75.00 a year.

New Business:

Inspections on New Homes must be brought back up to code.  GM Sarah is researching new inspectors.

ACC – Jack Watson noted that repair of cement walkways / driveways need not be permitted.

Need for new financial auditors was discussed.  GM Sarah will contact the auditors.
