Town Meeting 11-15-12

Joe Claflin explained the nature of his resignation as president of the Board of Directors, thanking those who sent their ‘Well Wishes’ for his speedy recovery.

Joe then introduced Suzzi Combs as the new president of the Board.

President Suzzi Combs:  “…we are all here to serve for the good of Diamondhead.  My personal loyalty will always be with my family, and then with the DPOA.  I am no longer getting paid by DRC for anything.  We as a Board plan to go forward unanimously for the good of Diamondhead to repair what’s been done, plan for the future, and put the past behind us…”  The meeting is called to order.

Treasurer Tom Moore:  No financial records to report.  The Dorsey Financial firm is currently working with all our financial records to bring them up-to-date.  This firm will give us stability so this episode of ‘no reports’ will never happen again.  The full financial records / reports are expected to be presented at our next Board meeting in December.
 
Police Cursers:  Chief Tyner & GM Buddy Hudson are researching the purchase of at least one police car.

Committee Reports

Social Committee: Theresa Cumming

·        December Welcome Social will not be taking place.
·        New Years Eve  party will be limited to 100 tickets
·        Halloween Party was a big success
Suzzi encouraged all to attend these social events to meet your neighbors.

Finance Committee:  Frank Pohlkamp

We really don’t know where we are financially since June 30^th.  Collections are down from last year.  We need to keep expenses down as much as possible until we know where we are.
 
ACC:  Jack Watson

• 3 open permits
• No permit request since the last Town meeting
• Request for an H2 will be presented at the Board meeting
• New Chairman is Jimmy Webber
• Resolution 2006-14-04 needs to be rescinded
• H3 status “grandfathered in”—request for community comments regarding the number of lots that should be allowed to be considered as one dues paying lot.

Rick Noffsinger stated that the larger homes that stretch across more than one lot increases property values and should be encouraged.
 
Beautification Committee:  Gail Porter

• Annual Bake Sale will be this Saturday, November 17^th at the Club House.
• 11-30—12-1 @ 10:am / Santa’s House / Christmas Decorations/ please come out and help!

Roads Committee:  Bob Jones
Bob is working diligently to compile an accurate list of road concerns throughout the community.  He requests the community assist in this matter by contacting him with any particular repairs needed.  bobndani@gmail.com  or you may leave a note is his mail box located in the POA office.

Youth Committee:  Kathy DeVilbiss

• Luminaries – Dec. 15, candles will be lit at 3:pm
• Youth Room – progress is slow but going.

Wildlife Committee:  Rick Noffsinger

Members of the committee are in the Woods!  Bow hunting is currently going on in Diamondhead.

Public Safety Committee:  Jerry McAnear

• Speeding on Diamondhead Drive.  Joel is working to set up a Court Docket Date for citations.  This will allow moneys to be retained as revenue for DH.  This will also give Diamondhead the opportunity to receive Grants.

• Question was asked regarding Emergency Rescue Team. 

Community Standards Committee:  Ginny Goral
Ginny introduced herself as the new committee chair.

Golf Committee:  Deotis Cotton

• Fire Wood is available

POA members voiced their opinions regarding this recommendation.

Ethics Committee:  John Porter

Copies were made available for members to read.  Page 2 under “Information” #11+12 will be revised.  The plan is to appoint a Board at random to address Ethics complaints.
Vote should take place in December.

19^th Hole Conduct Statement:  Diane Porterfield

Suzzi opened this up for discussion.  Diane made it clear that the 3^rd page was intended solely for the employees to read and sign - not for Patrons of the 19th Hole. 

By-Laws Committee:  Tom Moore

Tom explained the need for clarification of particular sections of the By-Laws.  “This is an important Committee with an important job to do.”  Five volunteers are Mary Pracht, Jerry McAnear, Christy Gieringer, John Cumming, and Bob Jones.  Four more volunteers totaled to nine members. This committee will be formed by Dec. 1st.

*The revised document will go out to the DPOA voters in July.  It is hoped that the DPOA membership will understand the necessity for these changes and the importance of their vote being returned by August 1^st.  It will take a Quorum - 2/3^rd vote of the membership to pass the proposed changes.

General Manager Report:  Buddy Hudson

POA office:

• Donations from golf groups and committees came together to pay the $2700.00 cost of the #2 course.  No cost to the POA.  THANK YOU !
• Standards Committee letters were sent out 2 weeks ago to home owners in violation.  A good response has been received, violations are being rectified.
• Cart Barn lights will be taken care of by an electrician on Friday, November 16, 2012
• Collections are behind.  $26,000 has been collected in the last 3 weeks.

19^th Hole:

• Revenue is increasing under the leadership of Kevin Mosley.

Golf Shop:

• Positive cash flow
• Golf carts breaking down

Maintenance Department:

• “Eddie is doing a good job”
• Wood chipper is needed

Police Department:

• October – 39 patrol calls
• Police car brakes do not work / car was removed from operation.
• Police department “Docket” will allow DH to obtain Grant money.

Questions: 

• Which is better regarding golf carts, buy or lease?  This will be considered.
• Golf cart batteries were replaced 2 years ago.  Is there any ‘life’ still in those batteries?  This is being looked into by the POA office.
• Where do we stand on the $4300.00 Insurance money that was received from the damage to the front gate?  Is there any money left to be spent on the purchase of a good, working police car?  This question was answered during the Board meeting.

President Suzzi Combs explained the change in the ‘Agenda’ meeting.  It will now be called a Work Shop where agenda will be discussed.  It will be a ‘round table’ discussion of issues where the membership is welcome to listen in.

Meeting was adjourned with a 15 minute break before the Board meeting begins.
