The meeting began with Committee Reports:

ACC – Sonny Clement ~ 3 houses in construction, one remodel and 2 additions

Beautification Committee – Gail Porter  See Committee Report

            The committee plans to put in an irrigation system with the moneys raised from November 22^nd Bake Sale.  The issue of inconsistent water pressure may interfere with the irrigation system.

Community Standards – Debbie Clement:  “Rules are made to be followed … some people don’t get that.”  6 official complaints / 2 are on going.  3 – Barking Dogs

No Road Committee

Director Diane Jones:  The Board voted to spend $79,900.  The bill came in at just under $60,000.  Another $5,000 will be used for pot holes.  Please let the POA office know of the pot holes on your road:  262-4470 or Concern Form

Safety & Security – Dennis Calderone:  Stripe Parking Lot & Dogs

• Parking Lot / Fire lane:  Vice President Ken Benck stated that the Club House parking area will be painted to define the Fire lane with yellow strips.  Cars are not to park in the fire lane.
• Barking Dogs:  POA officer spoke regarding the citation procedure.  Garland County Animal Control may be called.  Hot Springs County does not have an Animal Control Ordinance or Officer currently in place
• Do our DH officers have any jurisdiction over barking dogs?
• They will give tickets to the dog owner.  The ticket & funds go to the County.
• Criminal actions are enforced by DH Police officers
• Civil actions / barking dogs is not upheld by DH Police officers

Social Committee – Debbie Clement:  Octoberfest – “A good time was had by all.”  Debbie did a GREAT job for Octoberfest!

Financial Highlights  -- Treasurer John Porter:

 

Treasurer John Porter: 

• Golf Revenue:  Treasurer John Porter explained that golf revenue expenses are ‘Fixed’.  An increase is golf course use will offset that expense, increasing total revenue.  The more ‘outside play’ will bring the revenue up.  The more ‘member play’ the revenue goes down.
• Line of Credit:  Treasurer John Porter stated that a ‘Line of Credit’ is not needed at this time.  The bank has been notified that DH will ‘let it lapse’, not renew their line of credit.  The Finance Committee voted unanimously – The Line of Credit is no longer needed.  “We have our financial situation under control”
• 19^th Hole financial concern has been added back into the Financial Budget.  An amended version of the 2014-15 Budget has passed the Finance committee with the ($44,500.00) expense reflected. “An additional loss of $15,000.00 has been added to the 19^th Hole.  ‘Why don’t we close it?’ We can’t.  It is a Board decision, not my decision.”

            ‘It has been a quiet month. -Looking pretty good from a Budget stand point.

Director Diane Jones informed the community of the Concern Form

Old Business:

Police Radios:  Wild-Life Committee has given $1,500 toward the cost of the police radios.  The radios have been installed and are in working order.

Political Signage:  Director JoAnn Rhodes expressed her opinion that political signs should be allowed.  President Mary Pracht stated the Grantor / DRC’s statement.

Political signs are not allowed in the Bill of Assurance. 

            President Mary Pracht:  WE MUST ABIDE BY THE BILL OF ASSURANCE

Director Joann Rhodes:  Regarding letter dated Sept 26, 2014, who were the officers that met?  Mary Pracht stated, “Me.”             

A Liaison change has been made.  Diane Jones is now the Social Committee Liaison and JoAnn Rhodes is the Beautification Committee Liaison.

Pop Corn Machine donated by the Lion’s Club.

Water Pressure:  President Pracht will meet with the Water Board on Monday, Oct. 27^th @ 10:am to discuss the water pressure.

Diane Porterfield announced that the “Due Increase Survey” Results have been posted.

Delinquent Dues:  Liens are being placed on each delinquent home.  There are 592 of 1078 lot owners delinquent (55%).  

Why is the Board discussing a Dues Increase?
