Diane met with Jerry Wright today to
discuss the needs for culvert and right-of-way maintenance. Jerry served as chairman of the Roads
Committee for almost 2 years. He is
frustrated with the lack of concern regarding the urgent need for our road ways
to be free from water drainage.
After my discussion with Jerry, I met
with Eddie Gilbreath. Eddie & I
drove around Diamondhead to view some of the more desperate areas of water
damage to the roads. Spa Construction
and Mark (?) are in the process of repairing many of the holes and edges of the
roads. However, all that repair work
will need to be done every year until the ditches are cleared for appropriate
water drainage.
Discussion involved the need for:

Mow
the edge of pavement to the right of way (20 à30 feet)
o
Mow
with bush hog first to clear away debris in order to see further needs
§ And to remove small sapling trees
before they get any larger
§ Mow 2 times per year = regular
maintenance schedule
o
Many
areas have trees growing in the ditches that will need to be cut down
o
A
back-hoe will need to dig out the accumulated thatch, debris and tree roots.
o
Most
of the dead trees that were poisoned by Entergy can be chopped up / pulverized
by the bush hog attachment
§ The remaining debris can be burned on
an adjacent lot owner’s property with the permission of the owner.

Planning
/ time management needed
§ This process may take 2-3 years –
starting with the most desperate areas
·
Purchase
of the needed tractor that will pull the bush hog attachment
o
4-wheel
drive
o
With
belly pan - allows the blades to slide over the top of stumps.
o
The
tractor should be adaptable for trimming low-hanging branches
§ attachment- future purchase.
o

§ Recommends John Deer or Kubota

In-house
service vs. contract labor
o
Pros
and cons of contract service vs. staff labor was discussed. A contract bid would need to be obtained for
further evaluation.
§ Call County for list of contractors
with insurance for bids
o
This
[Fall] is the time of year to get started on the project
o
Important
to complete each individual project. An
unfinished project will erode, deteriorate before the following year comes
around again.
§ Time and funds should be allotted
before each project starts.
The issue regarding the need for a
full time / paid staff member dedicated to Diamondhead road-ways has been
brought before the board in the past.
This need is Great and Immediate.
Note:
I understand that this can be viewed as a “Roads Committee” issue. It is my belief that all our committees
should work together for the best interest of Diamondhead. The Roads Committee has my full support !
