This is the law that Arkansas & most states have accepted.
This section relates to the making available all pertinent corporate information to all shareholders…including access information of the total membership; names, addresses, phone numbers, email addresses, Financial Records, etc.

Robert's Rules of Order ~ page 282:
"Note that Robert's Rules of Order indicates that most organizations should not use proxy voting.  However, proxy voting is an advisable method to use in organizations in which members have a financial interest, such as business corporations, homeowner's associations, and neighborhood associations."
