Town Meeting 5-19-11
All Board Members were present.

 President Ray Massey opened the meeting by introducing Charlie Davis of the Arkansas Beverage Control Commission.  Mr. Davis spoke on the dos and don'ts of alcohol permits with regard to the 19th Hole and patio area.  Several questions were asked, until all were clear on the laws in the state of Arkansas regarding Diamondhead's permit for a controlled substance.

Treasurer’s Report - Tom Lockette:

Cash on hand is $461,000.  About 130,000 less than we had on hand last year at this time.  Most of that is due to our getting the invoices out for the POA dues about a week & a half late this year.
We are about $18,000 below budget.  $16,000 of that is on the golf course, of which $10,000 was spent on batteries for golf carts.  Play was also down because of all the wet weather.  …for the last several years we have been loosing close to 100 lots (dues) a year.

Two issues that the Financial Committee discussed is 1) The purchase of a ‘Rough-cut Mower for the golf course.  This was approved for $11,000.  2) The purchase of a mower for the common areas.  This was not approved.  The committee asked that the maintenance crew come up “with some other arrangements” until more money became available.

Golf Committee - Betts Winsor:

Betts Winsor told of the golf tournament that would be started Friday, May 20, 2011.  All preparations were underway and hoping it does not rain.

A resolution was read by President Massey and written by Golf Chairman Kevin Woodrow.  This will  allow Women golfers the right-of-way on the first Tuesday of April each year.  This resolution will be voted on at the Board meeting next week.

Nominating Committee -Jim Hannon:

Candidates Nite – June 16^th at 7:pm in the Club House.  This will be taking the place of the regular Town Meeting for the month of June.  The ballots will be mailed out on or about July 1^st, and returned by August 1^st.  They will be counted approximately 7 seven days prior to the Annual meeting.  The Annual Meeting will be on Saturday, August 20^th at 7:30pm.

Public Safety - Joe Claflin:

Question:  “If we see someone following you in through the front gate do you stop at the gate until it is closed?” 

Answer by Chief Tyner: “You can pull off to the side an allow the car behind to turn around.”  Do not try to confront anyone.

Question:  Is there a video camera on the Front Gate

Answer: yes

*Chief Joel Tyner will be teaching a CPR class.  He will let us know the date.

Recreation Committee - Lynn Noffsinger:

The pool will be opening Memorial Weekend.  Lynn Noffsinger has been dealing with ‘stain on the bottom and a little crack in the wall and other things like that’.

Roads Committee - Bob Jones:

"We originally thought we would Asphalt Independence, but we are not going to be able to afford that this year.  What we will probably do is fix some soft spots on Independence…and chip & seal several areas around the community."

ACC - Jack Watson:

2 new permits granted

    One for a lot clearing

    One for a new home construction on Cool Wood

5 existing for new homes

1 for propane tank

2 additions

1 lot clearing

We are working on the revamping of the ACC manual.

  *President Massey commended Jack for his great job in the work he is doing.

*The Four Seasons has purchased the golf shoe cleaners.

GM comments - Eric Markle:

Sales Tax Issue has been resolved.  Attorney Brochette will tally his expenditures and let us know if there is any of the $5,000 coming back to us.

Fire Works Fund:  A box was decorated and set out for donations for the Fire Works funds.  The permit has been obtained.  $91.00 is retained from last year’s donations.

Street Roller update:  A roller has been found for $7-8,000.  Bob Jones said that it is needed.  Trees hanging over the road ways will also be addressed.

Defibrillator:  Zoll AED   The Lion’s Club will be discussing the purchase of this defibrillator.  The plan is to have 3 working defibrillators in DH.  The one working defibrillator is in Chief Tyner’s car.

The Diamondhead 5-year plan / 10-year plan will be taking place soon.  GM Eric Markle would like to set a date for a positive planning session.  DH members are invited to attend.

Web-site update:  The members web-site should be up and running by the end of May.  Mary Pracht asked if “a full time employee was needed for the new Web-site”?  Karen White said “no”, and GM Eric Markle shook his head “no”. 

Question:  Faye Taylor asked about the police sirens.  Chief Tyner explained that he was working out the “bugs” in the system.  Everyone who received a phone call from the security department, and did not call back, is still on the “list” and will receive the emergency calls when needed.

 *John Cummings expressed appreciation for the Beautification Committee’s work on the Front Entrance today.  Applause.

President Massey adjourned the meeting.
